'Post-pandemic recovery is main focus,' says House leader as budget plenary debates start

The P5.768-trillion General Appropriations Bill (GAB) for 2024--the largest proposed national budget in history--is first and foremost a post-pandemic recovery measure.
Committee on Appropriations Chairman, Ako Bicol Party-list Rep. Zaldy Co made this declaration Tuesday, Sept. 19, during the first day of the House plenary debates on the proposed 2024 national budget, which had been designated House Bill (HB) No.8980.
“Post-pandemic recovery continues to be budget’s main focus, while aiming towards the promised future of an inclusive and sustainable economy,” Co said in his sponsorship speech.
“Indeed, Covid-19 tested our resilience, strained our healthcare system, and affected our economy," he added.
The dreaded Covid-19 first emerged in the Philippines in early 2020. In July 2023, President Marcos lifted the country's pandemic emergency health status.
Co further described the GAB as something that's meant to "shield the economy from external headwinds and inflationary pressures".
"And we continue to face the pressing issues like climate change, income inequality, and healthcare disparities,” noted Co.
“The timely passage of this measure is not just an obligation but our solemn responsibility. In this spirit, I urge every member of the this august body to take proactive steps and join members of the Committee on Appropriations in coming up with a collective decision and recommendations to approve [HB No.8980]," the Bicolano said.
The House panel intends to pass the 2024 GAB on third and final reading on Sept. 27.
The enacted budget for 2023 is worth P5.268 trillion.
