Mayor Joy bags top spot in RPMD top performing mayors, legislators survey


Quezon City Mayor Joy Belmonte was recognized by the RP-Mission and Development Foundation Inc. (RPMD) as the top performing mayor in its "Boses ng Bayan" poll showing the top performing mayors and legislators in the country on Saturday, Sept. 16.

According to RPMD Executive Director Dr. Paul Martinez, the appraisal for city mayors is anchored on seven fundamental criterias: service delivery, financial acumen, economic progress, leadership governance, environmental conservation, social initiatives, and engagement. In parallel, the approach for assessing District Representatives centers on three essential parameters: district representation, legislative performance, and constituent service.

The Top City Mayors and District Representatives Survey was conducted from June 25 to July 5, 2023. The foundation, utilizing a stringent methodology, surveyed 10,000 randomly selected registered voters across diverse districts, achieving a ±1% margin of error at a 95 percent confidence level, reflecting official voting demographic profiles and ensuring data accuracy.

The non-partisan and independently conducted survey revealed Belmonte bagging the top spot with a rating of 95.73 percent, followed by Mayor Eric Singson of Candon City garnering a score of 94.86 percent. Following closely in the second tier of this assessment are Mayor Art Robes of San Jose del Monte (91.67 percent), Mayor Benjamin Magalong of Baguio (90.91 percent), and Mayor Nikko Mercado of Maasin (90.88 percent).

Securing the third position were Mayor Eric Africa of Lipa (89.72 percent), Mayor Jonas Cortes of Mandaue (89.71 percent), Mayor Indy Oaminal of Ozamis (89.32 percent), Mayor Ipe Remollo of Dumaguete (88.94 percent), Mayor Samsam Gullas of Talisay (88.93 percent), Mayor Bambol Tolentino (88.85 percent) of Tagaytay, and Mayor Ahong Chan of Lapu-Lapu (88.78 percent).

Meanwhile, the fourth place was held by Mayor Jerry Treñas of Iloilo (86.79 percent), Mayor Ma. Ester Hamor of Sorsogon (86.63 percent), Mayor Vilma Caluag of San Fernando (86.55 percent), and Mayor Baste Duterte of Davao (86.51 percent).

The survey also recognized other proficient mayors who have showcased outstanding leadership which include Mayor Krisel Lagman-Luistro of Tabaco (85.78 percent), Mayor Pao Evangelista of Kidapawan (85.75 percent), Mayor Rey Uy of Tagum (85.64 percent), Mayor Bruce Matabalao of Cotabato (85.37 percent), Mayor John Dalipe of Zamboanga (84.27 percent), Mayor Caesar Dy Jr. of Cauayan (84.26 percent), Mayor Maila Ting of Tuguegarao (84.11 percent), and Mayor Roxanne Pimentel of Tandag (83.91 percent).

In recent evaluations in the House of Representatives, House Speaker Martin Romualdez has been lauded with an impressive 95.32 percent performance score from the residents of his jurisdiction in Leyte. He is the closely followed by Sandro Marcos of Ilocos Norte with a score of 94.81 percent, Kristine Singson of Ilocos Sur securing 94.57 percent, and Duke Frasco of Cebu garnering 94.55 percent. These figures put them in a statistical tie at the top rank alongside Romualdez.

Following in the second position are Toby Tiangco of Navotas (93.83 percent), PJ Garcia of Cebu (93.75 percent), Camille Villar of Las Pinas (93.64 percent), Chiquiting Sagarbarria of Negros Oriental (93.59 percent), Stella Quimbo of Marikina (93.56 percent), Marivic Co-Pilar of Quezon City (93.22 percent), Oca Malapitan of Caloocan (93.14 percent), and Jolo Revilla of Cavite, who achieved a rating of 92.75 percent.

Occupying the third tier are Jay-jay Suarez of Quezon (92.16 percent), Ralph Recto of Batangas (91.83 percent), Joey Salceda of Albay (91.69 percent), Mannix Dalipe of Zamboanga City (91.34 percent), and Gloria Arroyo of Pampanga with a score of 91.32 percent.

In the fourth position were Hori Horibata of Camarines Sur (90.93 percent), Rida Robes of San Jose del Monte (90.78 percent), Wowo Fortes of Sorsogon (90.72 percent), Adrian Amatong of Zamboanga del Norte (90.57 percent), Jay Khonghun of Zambales (90.52 percent), Divina Yu of Zamboanga del Sur (90.46 percent), and Jam Baronda of Iloilo, registering a score of 90.35 percent.

Securing the fifth position are Ando Oaminal of Misamis Occidental (89.88 percent), Lordan Suan of Cagayan de Oro (89.83 percent), Lorenz Defensor of Iloilo (89.79 percent), Rufus Rodriguez of Cagayan de Oro (89.52 percent), and Kiko Benitez of Negros Occidental, who earned a score of 89.46 percent.

Additionally, other top-performing district representatives in the Philippines include Midy Cua of Quirino (88.36 percent), Arnan Panaligan of Oriental Mindoro (86.38 percent), Jose Alvarez of Palawan (85.62 percent), Eddiebong Plaza of Agusan del Sur (85.39 percent), Maricar Zamora of Davao de Oro (85.28 percent), Pulong Duterte of Davao City (84.77 percent), Alfel Bascug of Agusan del Sur (84.75 percent), Loreto Acharon of General Santos (84.52 percent), Samantha Santos of North Cotabato (83.91 percent), Mark Go of Baguio (82.11 percent), Eric Yap of Benguet (81.37 percent), and Bai Mastura of BARMM, holding a score of 76.85 percent.
