BSKE bets in Cagayan de Oro sign covenant

CAGAYAN DE ORO CITY – Candidates in the barangay and Sangguniang Kabataan elections (BSKE) in this city pledged on Saturday, September 16, to follow the rules and signed a covenant for a safe, peaceful, and orderly elections on October 30.

Lawyer Joel Dexter Nagtalon, Cagayan de Oro City election officer for the first district, led the recital of the integrity pledge in Kiosko Kagawasan in Divisoria, in which candidates vowed to "renounce defamation, violence, intimidation, spreading of incorrect information, false influence, and fraud."

Apart from promoting the truth in the election campaign, they also pledged to "express a platform with love for the country and a program that will help our fellowmen."

Roberto Villaluz, lay coordinator of the Parish Pastoral Council for Responsible Voting (PPCRV), who attended the event, expressed hope that all BSKE candidates will take all the things in the integrity pledge to heart as he said “winning is more victorious if they go through in a peaceful and orderly election.”

Former Cagayan de Oro Vice Mayor Rainer Joaquin Uy, who is running for chairman of Barangay Carmen, one of the biggest barangays here with 39,000 registered voters, vowed to follow the election law and assured that there would be no premature campaigning on their end.

"Since we have an oath or pledge today because of our candidacy, we will abide by the law. So, we don’t have early campaigning," Uy, who attended the peace covenant signing, said.

Uy made the assurance since he is the current Barangay Carmen administrator and the majority of his slate are incumbent officials of the barangay.

Agapito Suan Jr., a businessman and the only opponent of Uy for Barangay Carmen chairman, is excited for the elections as a first-time candidate.

"This is my first time. Actually, my aim is to serve the barangay, to serve the people of Carmen," said Suan, who also joined the event.

Lawyer Ramil Acol, Cagayan de Oro City Election Officer for the second district, reminded the candidates during the event about various election rules, specifically violations such as premature campaign activities and vote-buying and selling. The 10-day campaign period will start on October 19.

Checkpoints, Acol said, will be established during the election to prevent huge amounts of money from being used in vote-buying.

In a media forum on September 13, election watchdog National Citizens’ Movement for Free Elections said it will utilize online reporting for this year’s BSKE. The public can submit their reports in a link which will be subject to further verification.

But NAMFREL Cagayan de Oro Chapter Chairperson Nestor Banuag Jr. urged concerned citizens to establish strong evidence when reporting possible election fraud or offenses to enable them to proceed further in investigating the reports.

"Again, due process is important. The complaint is not enough without enough evidence," Banuag said.

Earlier Saturday, the BSKE candidates participated in a unity walk from Rodelsa Circle Rotunda to Kiosko Kagawasan.

The Commission on Elections said there are 1,236 BSKE candidates from the first district and over 2,000 from the second district here.
