A 24-year-old Vietnamese national was arrested for alarm and scandal and grave threat in Malate, Manila on Thursday morning, Sept. 14.
The Manila Police District-Malate Police Station (MPD-PS-9) identified the suspect as Le Ngoc Thang.
According to the initial investigation, three barangay personnel were patrolling in Barangay 754, Zone 81, in Malate around 10:30 a.m.
They saw the suspect without any clothes while sitting inside a parked electronic bike (e-bike) while touching and playing with his private parts.
They said that the suspect was also armed with a screwdriver.
The suspect ran when the barangay personnel approached him to stop what he was doing.
When they were about to capture him, he brandished his screwdriver at the personnel chasing him.
He hit the two barangay personnel, resulting in minor injuries.
The authorities also said that the suspect also grabbed a female resident who was at the scene and pointed his screwdriver at her.
Responding personnel were able to stop the suspect from hurting the female victim, cornered him, and captured him.
The Arellano Police Community Precinct personnel helped the barangay personnel secure the captured suspect and confiscated the screwdriver from him.
He is now detained at the MPD headquarters and charges for alarm and scandal, physical injury, and grave threat were being readied against him.
