Former President Rodrigo Roa Duterte remained on top spot as a potential senatorial candidate in the 2025 elections, according to the September 2023 survey results of big data research firm Tangere.

It found that Duterte (62 percent) remains the leading senatorial candidate for the 2025 polls, followed by ACT-CIS Rep. Erwin Tulfo (58 percent), in the survey results released on Thursday, Sept. 14.

Tangere noted that more than half of those who entered the Top 12 were re-electionists and former senators, led by former Senator Vicente "Tito" Sotto III (53 percent, third place), Senator Imee Marcos (49 percent, fifth place), Senator Bong Go (48 percent, sixth place), former Senator Manny Pacquiao (44 percent, seventh place), Senator Pia Cayetano (42 percent, ninth place), Senator Francis Tolentino (40 percent, 10th place), Senator Ronald “Bato” dela Rosa (38 percent, 11th place), and Senator Lito Lapid (36 percent, 12th place).

“Former Senator Manny Pacquiao made the highest increase in voter preference from 37.25 percent last August to 44.17 percent this September. Increase in votes for Senator Manny Pacquiao is driven by respondents aged 26-35 years old,” it pointed out.

Completing the Top 12 list were former Manila Mayor Francisco “Isko Moreno” Domagoso (50 percent, fourth place) and physician Willie Ong 43 percent, eighth place).

Tangere also pointed out that former Vice President Leni Robredo nearly made the Top 12 with 33 percent of the voter preference.

Metro Manila and the Bicol Region respondents accounted for the majority of these preferences, it said.

A mobile-based respondent application with a sample size of 2,400 participants was used to administer Tangere’s 2025 senatorial survey.

The percentage was evenly distributed throughout the country, with 12 percent coming from Metro Manila, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.
