Face recognition, review of registered SIM cards proposed amid continuous text spams, scams
The Philippine Anti-Organized Crime Commission (PAOCC) is proposing a face recognition process in the registration of SIM (Subscriber Identity Module) cards, saying the current rules are not enough to combat text spams and scams.
PAOCC Executive Director Gilbert Cruz cited cases wherein cartoon characters are being used in the registration process and are actually being accepted by the SIM registration system of the telecom companies.
“If it takes face to face registration to screen all those who are registering SIM cards, then it should be done. I think that’s the best suggestion we can do,” said Cruz.
Aside from face recognition, Cruz also suggested that telecom companies should do away with the system and tap a group of people instead in the verification process of those who are registering SIM cards.
“It will take a lot of effort for the manual verification process but this would ensure a strict and proper screening process. So we should do manual verification in the meantime,” said Cruz.
Cruz issued the statements amid the rampant sale of SIM cards that are being used in online scams and other cybercrimes.
During recent POGO (Philippine Offshore Gaming Operators) operations for instance, Cruz said authorities were able to confiscate tens of thousands of registered SIM cards in the raided establishments.
The confiscation of tens of thousands of registered SIM cards in POGO establishments, according to Cruz, indicates where these SIM cards are being used.
But Cruz is pinning his hope on the current hearings in the Congress to improve the verification rules on SIM registration.
Another suggestion that PAOCC would do according to him, is another review of all the SIM cards that have been registered.
