DBM releases delayed PBB for public school teachers

Some 920,000 public school teachers may soon receive their delayed Performance-Based Bonus (PBB), the Department of Budget and Management (DBM) said on Thursday, Sept. 14.

A total of P11.6 billion for the Fiscal Year 2021 PBB was released by the DBM for personnel in public elementary and secondary schools that are under the Department of Education (DepEd).

“The DBM stands with our nation’s educators and recognizes their extraordinary work. We are one with our teachers in the pursuit of the immediate release of their PBB,” Budget Secretary Amenah F. Pangandaman said in a statement.

The DBM’s regional offices disseminated Special Allotment Release Orders and Notice of Cash Allocations to the DepEd for the FY 2021 PBB.

These, according to the department, were released after its evaluation and validation of the required updated documents, which the DepEd submitted from April to August 2023.

The department revealed that FY 2021 PBB was delayed due to the “strikingly high number of eligible personnel” in the DepEd and also the “voluminous documents being submitted for purpose.”

The Final Evaluation Assessment for the DepEd was released by the Administrative Order No. 25 Inter-Agency Task Force in January 2023, while the necessary documents for the purpose were submitted by the DepEd to the DBM from April to August 2023.

The Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems (A025 Secretariat) released the Final Evaluation Assessment for the DepEd in January, while the DepEd submitted the necessary documents to the DBM from April to August.

Meanwhile, the DBM returned to DepEd documentary requirements for the FY 2021 PBB of non-teaching personnel under the school division offices in eight regional offices (NCR, CAR, Regions III, IV-A, VIII, XI, XII, and XIII) for revalidation and revision.

The documents were sent back due to varying concerns, such as duplicate entries, incorrect information on the months of service, and certain personnel not found in the DepEd’s Personnel Services Itemization and Plantilla of Personnel, the agency said.

“Once received, revalidated, and approved by DBM, the documents will be endorsed to DBM ROs for processing of the SARO and NCA,” it added.

The DBM Central Office is also reviewing submitted documents for the FY 2021 PBB of non-teaching personnel in eight other DepEd regional offices.
