After 33 days, the House Committee on Appropriations adjourned on Tuesday night, Sept. 12 its grueling per agency budget deliberations on the proppsed 2024 national budget.
"Madam chairman, I move that we adjourn the budget hearing on House Bill (HB) No.8980, the fiscal 2024 General Appropriations Bill (GAB)," Deputy Majority Leader Iloilo 1st district Rep. Janette Garin said at around 7:30 p.m.
The motion was promptly carried by appropriations panel Senior Vice Chairperson Marikina City 2nd district Rep. Stella Quimbo, who mere seconds earlier terminated the budget hearing of the Commission on Higher Education (CHEd).
"This is actually the very last budget hearing before we move to the plenary," Quimbo said, referring to CHEd.
The P5.768-trillion GAB--the largest in the history of the country--is based on the National Expenditure Program (NEP) of the amount. HB No.8980 was filed even as House members began their scrutiny of the NEP.
"Overall naman on target naman tayo. So we started Aug. 10 and sa awa ng Diyos natapos naman tayo on time and inaasahan natin na mag umpisa ang plenary debates Sept. 19 (Overall we are on target. So we started Aug. 10 and by God's grace we finished on time and we expect to start the plenary debates on Sept. 19)," Quimbo told reporters in a chance interview after the final budget hearing for this year.
She said the target is to have HB No.8980 approved on third and final reading by Sept. 27.
Leading up to the appropriations panel hearing adjustment, the solons terminated this week the budget discussion on the CHEd, Philippine Charity Sweepstakes Office (PCSO), National Commission on Indigenous Peoples (NCIP), National Youth Commission (NYC), Commission on Elections (Comelec), and Office of the Ombudsman.
Of this final batch of agencies, only the Comelec and Office of the Ombudsman didn't previously undergo deferment by the appropriations panel.
Quimbo said the top instruction of House Speaker Martin Romualdez was to pass the budget measure "on time".
"That’s really number one kasi syempre ayaw natin ng delay. Ang pinakamabigat na ayaw nating mangyari is mare-enact ang budget (That's really number one becasue of course, we don't want any delay. The worst thing that could happen is to have a re-enacted budget)," she said.
The Ako Bicol Party-list Rep. Zaldy Co-led appropriations committee began its budget deliberation last Aug, 10 with the Development Budget Coordination Committee (DBCC).
The longest budget hearing was this year was with the Department of Transportation (DOTr), lasting 13 hours and 10 minutes. It took place last Sept. 4.
Coincidentally, the shortest budget took place on the same day with the Office of the President (OP). It only lasted nine minutes.
