GABRIELA leader fights back against 'surveillance harassment'

GABRIELA Deputy Secretary General Rose Bihag filed a complaint in the Commission on Human Rights (CHR) due to the “surveillance harassment” which she believed was executed by “military members.”

Bihag complained to CHR on Sept. 11 where she shared that the “harassment” started on March 8 when they noticed that there were people following them.

"Nagsimula ito noong nakaraang Marso 8. Pagkagaling namin sa Mendiola para sa paggunita ng Pandaigdigang Araw ng Kababaihan, napansin na namin na may mga sumusunod sa amin. Kinabukasan ay nag-kampo na sa Vitas ang 11th CMO at nagsimula na ang panliligalig nila sa mga residente (It started last March 8. After we came from Mendiola to commemorate International Women's Day, we noticed that there were people following us. The next day, the 11th CMO camped in Vitas, and their harassment of the residents began),” Bihag said.

On March 11, Bihag together with the residents of Vitas filed complaints in CHR due to the presence of 11th Civil-Military Operations (11th CMO) in their area.

In the dialogue set by CHR, no clear reason was addressed why the 11th CMO was there aside from the reason that it was part of the program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Also, on Aug. 28, Bihag’s family said there were noticeable military members in civilians who were sitting with alcoholic drinks in front of their house. 

Meanwhile, the recent “harassment” as per Bihag was when she noticed a “suspicious” man following her from her first jeepney ride in the area of Vitas Health Center in Tondo until on her way heading to the GABRIELA office at Brgy. Laging Handa, Diliman, Quezon City on Sept. 6.

Bihag also said that her photo was included in the pictures that the members of the 11th CMO were showing at Brgy. 105.

The NTF-ELCAC was asking residents to "surrender" and point out the "terrorists" in the area as per Bihag.

"Mula bata ay nakatira na ako sa Vitas. Ilang ulit nang nag-kampo ang militar sa lugar namin tuwing pinaglalaban namin na 'wag kami paalisin sa tirahan namin (I've been living in Vitas since I was a child. The military has camped in our area several times whenever we fought to stay in our homes),” she said. (Lizst Torres Abello)
