New NDCP alumni officers take oath in Malacañang

The newly-elected officers of the National Defense College of the Philippines (NDCP) Alumni Association, Inc. (NDCPAAI) took their oath of office before Executive Secretary Lucas Bersamin in Malacañang on Monday, Sept. 11.

The officers of the NDCPAAI were led by Department of Transportation (DOTr) Undersecretary for Railways Cesar Chavez, who was elected president of the association from 2023 to 2025.

“Grateful to Executive Secretary Lucas Bersamin for administering our oath-taking ceremony in Malacañan this morning as the newly elected officers of the National Defense College of the Philippines Alumni Association Inc.,” Chavez said.

“Our association will strive to be more meaningful and relevant to its members and the country. We will actively foster a platform that encourages greater collaboration between the NDCP, its alumni, and stakeholders, contributing to the national discourse and policy development on all aspects of national security,” he added.

According to the NDCP, Chavez pursued an extensive range of military and national security education. It said that Chavez completed courses such as the Intelligence Officer Basic Course, Intelligence Officer Advance Course, Tradecraft Course, Psychological Warfare Course, and Command and General Staff Course.

The NDCP also stated that Chavez earned a Master in National Security Administration from NDCP, PhD in Peace and Security Administration from Bicol University, Senior Executives in National and International Security from Harvard Kennedy School, and Strategic Management Program from the National University of Singapore which showcase his “strong commitment to military and national security expertise.”

Meanwhile, elected vice president of NDCPAAI was Department of Foreign Affairs Undersecretary for Civilian Security and Consular Affairs Jesus “Gary” Domingo.

The NDCP said that Domingo is a seasoned diplomat who has served as Ambassador to New Zealand and held positions in the Philippine Missions to the United Nations including New York and Geneva, as well as Philippine Embassy in Riyadh.

Other officers were: NDCP Executive Vice President Aldrin Cuña who was also elected as the Secretary General of the association; San Miguel Infrastructure’s Corporate Affairs Office and Philippine Army reservist Rosalino M. Garcia as treasurer; Armed Forces of the Philippines (AFP) Captain Luidegar "Lloyd" Casis as chairperson of the Committee on Military Affairs;

Aboitiz InfraCapital First Vice President Christopher Camba as chairperson of the Committee on Ways and Means; Commission on Appointments (CA) Director and NDCP Prof. Vladimir Mata as chairperson of the Committee on Homecoming; Zamboanga del Sur First District Rep. and Philippine Army reservist Divina Grace Yu as chairperson of the Committee on External Events;

Morong, Rizal Regional Trial Court Branch 79 Judge and Army reservist Maria Josefina San Juan-Torres and Valenzuela City Administrator Jaime De Veyra as chairpersons of the Committee on Awards; and Philippine Coast Guard Auxiliary Capt. Jeremias “Jerry” Simon as chairperson of the Committee on Membership.

Officially established in 1975, the NDCPAAI serves as the sole organization of men and women of achievement who have earned their scholastic marks from NDCP, the country’s premier institution for defense and security education, research and training.

Among its missions is to promote and conduct strategic research and special studies, and engage in continuing learning on issues of national security.
