CSC pushes use of PH tropical fabrics in gov't uniforms
The Civil Service Commission (CSC) has issued the amended Implementing Rules and Regulations (IRR) of the Republic Act (R.A.) No. 9242 Law, which mandates the use of Philippine Tropical Fabrics (PTF) for official government uniforms.

"With the issuance of this IRR, we will now be enjoining all government agencies to fully support and implement this policy and renew our commitment to fulfilling the intent of the law to instill patriotism and nationalism among our people, especially public officials, and employees, which can be done through the use of PTF for uniforms," CSC Chairperson Karlo Nograles said.
He continued by stating: "We should do our share to contribute to our local economy and empower our country’s fiber and textile industries."
Meanwhile, Julius L. Leaño Jr., Director IV of the Department of Science and Technology (DOST) Philippine Textile Research Institute (PTRI), introduced the "Filipinnovation" strategy — a government initiative aimed at "fostering inclusive innovation and enhancing the PTF industry."
In addition, Assistant Commissioner Ariel G. Ronquillo of CSC further discussed the revised IRR, which includes changes to the law's implementation scope, new terms, PTF standards, certification processes, and fresh requirements from the DOST-Philippine Textile Research Institute and DA Philippine Fiber Development Authority (PhilFIDA).
The principal author of the PTF Law, Senator Loren Legarda, however, urged the Inter-Agency Technical Working Group (TWG) to assist manufacturers in complying with procurement and certification requirements to ensure support for micro, small, and medium enterprises (MSMEs).
"I encourage all agencies here to not just rely on the revised IRR to bring about the benefits of this law but to come up with a roadmap that could contain the universe of all uniforms and fabric needs of all government personnel and functions," Legarda said.
The senator also suggests that if ancient civilizations could manufacture textiles, it's reasonable to encourage the formation of enterprises that can fully implement this law.
Moreover, CSC Commissioner Aileen Lourdes Lizada expressed optimism that the preferential use of PTF will support the revitalization of the local fiber industry.
She emphasized that the PTF is deserving of global limelight and will become an integral part of Filipino culture and identity.
The event took place in Quezon City on Aug. 30 and was facilitated by CSC Chairperson Karlo Nograles with members of the Inter-Agency TWG, representatives from the DOST, the Department of Trade and Industry (DTI), and the Department of Agriculture (DA).
