Proposed New PH Building Act nears final approval in House

The House of Representatives is poised to approve on third and final reading this week the proposed New Philippine Building Act, which will reveal the antiquated Presidential Decree (PD) No.1096 or the National Building Code of the Philippines. 

Embodied in House Bill (HB) No.8500, the New Philippine Building Act, will regulate the planning, design, and construction of buildings and promote resilience against earthquake, fire, flood, and other calamities.  

It was principally authored by Bulacan 6th district Rep. Salvador Pleyto Sr., a former Department of Public Works and Highways (DPWH) undersecretary. 

“The enactment of a New Philippine Building Act to replace the antiquated 46-year-old PD No.1096 is long overdue and will ensure that more precious lives and properties are saved and protected,” Pleyto said.  

The late former president Ferdinand Marcos Sr., father of incumbent President Ferdinand "Bongbong" Marcos Jr., signed PD No.1096. 

Also covered by the HB No.8500 are other disasters like landslides, storms, volcanic eruption, and other hazards. The measure was passed on second reading by the House last week, paving the way for its potential final approval during this week's plenary sessions. 

“We have to make our buildings withstand a magnitude 8 earthquake," Pleyto said, adding that guildings should be “resilient against earthquakes, fire, flood, landslide, storm, volcano and multiple hazards". 

Referring to the Marcos Sr.-era law, Pleyto said: “This law has to be repealed. We have been using this obsolete law."
