House leader looks forward to BI modernization via P1.2-B trust fund

Camarines Sur 2nd district Rep LRay Villafuerte is looking forward to the enactment of House Bill (HB) No.8203, or the long-sought Bureau of Immigration (BI) Modernization Act. 

The bill, which the House of Representatives has already approved on third and final reading, authorizes the BI to retain in a trust fund “no more than P1.2 billion” of its annual income from fees, fines, and penalties. 

Villafuerte said this proposed P1.2-billion Immigration Trust Fund (ITF) will be used to "modernize [the] agency, bump up its pay scales and further professionalize its officers plus rank and file". 

He pointed out that the BI is “the chief repository of all immigration records and our frontline in regulating the movement of persons to and from the country", and that “national security and public safety are at stake in the performance of this critical role". 

“Accordingly,” The Bicolano said, “The bill proposes to modernize the Bureau of Immigration by expanding its organizational structure, upgrade its personnel by sharpening their competencies, cut red tape by improving data gathering and analysis, and boost morale by improving its salary structure to make it more competitive.” 

Villafuerte, majority leader of the powerful Commission on Appointments. said the proposed ITF shall be administered by the BI Board of Commissioners. 

Under the bill, the fund shall be used exclusively for the modernization of the bureau’s equipment, facilities and offices, including capital outlay for establishing new buildings and field offices; payment of employee benefits as provided by the Board and approved by the Secretary of Justice; and to further professionalization of the employees, including trainings, seminars and other career advancement programs. 

The House transmitted the measure to the Senate last May 30.
