OVP budget hearing ends in just 14 mins; Makabayan up in arms

The House Committee on Appropriations quickly terminated the deliberation on the Office of the Vice President's (OVP) proposed P2.3-billion budget for 2024 on Wednesday morning, Aug. 30.
Vice President Sara Duterte began her presentation of the OVP budget at 9:35 a.m.
By 9:49 a.m., presiding chairperson Davao de Oro 1st district Rep. Maria Carmen Zamora had already ended the budget discussion.
The OVP played before the panel a 10-minute audio-visual presentation of their budget proposal.
Right after the presentation, Senior Deputy Majority Leader and Ilocos Norte 1st district Rep. Sandro Marcos manifested: "In line with the longstanding tradition of giving the Office of the Vice President parliamentary courtesy, I move to terminate the budget of the Office of the Vice President."
Makabayan bloc solons ACT Teachers Party-list Rep. France Castro and Kabataan Party-list Rep. Raoul Manuel quickly objected to the motion, as the quick termination would deny them the opportunity to ask questions or interpellate Duterte at the panel level. For weeks now, the militant solons have been butting heads with the OVP on the issue of confidential funds.
Zamora hastily divided the panel to settle the motion to terminate and subsequent objection.
"We have 21 members of the Committee on Appropriations manifesting for the approval of the motion, the chair declares for the motion to terminate the presentation of the budget approved," she said after the voting.
Castro sought to make a manifestation to explain her "no" vote, saying she had a right to do so as part of the House minority bloc. This was shot down by Zamora.
"With all due respect, this representation would like to request the honorable Castro to just please submit the manifestation to the Committee on Appropriations. This budget briefing is suspended," the Mindanao solon said.
The OVP's 14-minute budget hearing is the shortest so far this year. It beat last week's Department of Migrant Workers (DMW) budget hearing, which lasted 18 minutes.
Asked in a chance interview about the quick termination of the OVP budget, Duterte simply told House reporters, "Maraming salamat (Thank you very much)."
Following the suspension of the panel hearing, the obviously irked Castro tried to get the final word and said, "Mayroon po tayong issue na dapat pakinggan ng ating taumbayan at masagot ng [OVP]...kailangan maipaliwanag itong P125 million. At sinabi naman sa statement ni Vice President Duterte na mag-eexplain."
