Marcos admin's 2024 confidential, intel funds increased by P120M--DBM

Confidential and intelligence funds (CIF) under the proposed P5.768-trillion National Expenditure Program (NEP) for 2024 increased by P120 million, the Department of Budget and Management (DBM) said on Thursday, Aug. 3.

Budget Secretary Amenah Pangandaman assured that the 2024 CIF, which will amount to P9.2 billion for 2024, will be covered by circulars and will be properly accounted for.
“Yes po. And as mentioned yesterday po, iyong (the) confidential and intel fund, mayroon po iyang (that has an) existing joint circular which was released in 2015,” she said.
“So, if you look at it, may accountability din po iyong mga finance/admin officers natin and disbursing officers natin (our finance/admin officers and disbursing officers have accountability),” the official added.
Pangandaman explained that joint circular identifies the projects and programs that CIF can fund since a section of the joint circular details how funds should be disbursed.
Of the P120-million increase in the CIFs, the Department of Information and Communications Technology (DICT), Anti-Money Laundering Council, and Presidential Security Group (PSG) received additional allocations.
A total of P4.3 billion is allocated for confidential funds while P4.9 billion is for intelligence funds “across all agencies.”
The Office of the President (OP) will get P4.5 billion while P500 million is allocated to the Office of the Vice President (OVP) and P1.7 billion to the Department of National Defense (DND).
The Department of Education (DepEd), headed by Vice President Sara Duterte, will get confidential funds amounting to P150 million for 2024. This is same as for this year.
Pangandaman, however, argued that percent share of the CIFs in the national budget is actually on a decreasing trend.
In 2018, the Budget chief said the CIF share in the total national budget was 0.215 percent; 0.192 percent in 2019; 0.235 percent in 2020; 0.212 percent in 2021; 0.183 percent in 2022; 0.190 percent in 2023; and, 0.176 percent in the 2024 budget proposal.
“So, it’s (2024) the lowest po doon sa time series natin. Ibig sabihin po, iyong share niya doon sa kabuuang budget natin while, if you look at it, it’s P10 billion, it’s actually decreasing naman po (So, it’s [2024] the lowest in our time series. It means, the share in our entire budget while, if you look at it, it’s P10 billion, it’s actually decreasing),” the official said.
Budget Assistant Secretary Mary Anne dela Vega explained that DICT’s additional P300 million will cover the agency’s cyber security programs, while the PSG’s P50 million would be for the intelligence activities during President Ferdinand “Bongbong” Marcos Jr.’s foreign travels.
“And when you fund for digitalization, kasama po, parallel diyan iyong (included there, parallel there, is the) cyber security investment,” the budget chief explained.
