The Department of Budget and Management (DBM) has given government employees permission to use credit cards issued by the Land Bank of the Philippines for their agencies' small expenses without needing to go through lengthy paperwork and requisition processes.
As part of President Marcos’ digital transformation program, Budget Secretary Amenah F. Pangandaman and Landbank President and Chief Executive Officer Lynette V. Ortiz signed a memorandum of agreement on the use of the Government Purchase Card (GPC).
The GPC is a credit card provided by Landbank for authorized government personnel. It comes with predetermined credit limits and restrictions on where it can be used.
Pangandaman said the credit card can be used to cover immediate miscellaneous expenses for government agencies, saving them from the hassle of lengthy paperwork and requisition processes.
“It will significantly reduce administrative costs by lessening cash and check handling and paperwork; simplifying reconciliation processes; shortening the requisition process; and promoting employee convenience,” Pangandaman said.
“The GPC will also enhance control by having a pre-defined credit limit feature, expense capture and monitoring, and a secure payment process,” she added.
The GPC offers a 30-day revolving credit, access to point-of-sale and e-commerce transactions, global acceptance, email alerts for all transactions, and electronic statements of account.
The budget chief said government agencies benefit not only from reduced administrative costs but also from improved expense control and cash liquidity management.
For her part, Ortiz reiterated Landbank’s commitment to good governance, stating the bank’s alignment with the DBM in enhancing operational efficiency, transparency, and accountability in public fund disbursement.
Through the GPC, Ortiz said the goal of streamline the procurement process and deliver efficient public services.
Given the successful partnerships with the Bureau of Treasury and the Department of Finance (DOF), Landbank is confident that the DBM will also benefit from the GPC.
She said the utilization of GPC is expected to reduce procurement lead time, expedite payments, and lower administrative costs for purchases.
From January to June 2023, the Landbank GPC facilitated a total of 998 transactions valued at P5.1 million for the Treasury bureau and DOF, covering various purchases and payments.
