BACOLOD CITY – More than 850 candidates filed Certificates of Candidacy (COCs) for the barangay and Sangguniang Kabataan elections in October with the Commission on Elections (Comelec) amid bad weather in the first day of filing in a popular shopping mall here on Monday, August 28.

Long queues were seen outside the mall before the filing of COCs began at 8 a.m.
Data released by the Comelec late Monday night said a total of 853 candidates have filed COCs – 67 for barangay captain, 447 for barangay councilor, 51 for SK chairman, and 288 for SK kagawad or councilor.
Barangay Mandalagan had the most number of candidates with 24, 20 barangay kagawad and four barangay captains.
On the other hand, Barangays Banago and Bata had the number of aspirants for SK with 14 each.
Kathrina Trinio-Caña, city election officer, said they expected that many aspirants will appear in the first day of filing.
Caña said they implemented clustering on the filing of COCs to make it easier for candidates and hasten the process.
She said this will also check which is more effective and systematized.
Cana said that three COCs were not accepted because two of them were overage to run for SK while the other has a second-degree relative who is an incumbent official.
For SK, aspirants should be 18 and not over 24-years-old by October 30, Election Day, according to Caña.
On the second day of the filing, Caña said that the crowd is manageable and there is no more long lines in the mall.
She urged candidates to file their COCs as early as possible to give them more time to check for corrections.
Caña said that candidates will have to return on September 3 and 4 to check the encoding of their names.
The filing of COCs will be until September 2 and the campaign period is from October 19 to 28.
Caña reminded candidates not to wear T-shirts bearing their names and their positions as this is considered premature campaigning.
She also said that “recorida” or information campaign is prohibited since they are already considered candidates.
Caña reminded them that posters during campaign period should only be posted in the list of common poster areas here.
