LTO issues show cause order vs owner of car in viral road rage video


The Land Transportation Office (LTO) has issued a show cause order against the owner of a red vehicle in another viral road rage video wherein its driver was seen physical assaulting a bicycle rider and even drawing a hand gun during the confrontation.

LTO chief Vigor Mendoza II said he already approved the show case order that was issued through LTO-National Capital Region Director Roque Verzosa III.

“We assure the public of our swift action on this matter. In as much as we want to immediately impose sanctions based on the viral video, we have to observe and respect due process and this includes a fair conduct of investigation,” said Mendoza. 

In the video, a male driver of a red sedan was seen cutting a bicycle rider in the middle of the road.

As soon as the driver alighted the car, he immediately hit the bicycle rider in the head and immediately drew and cocked a handgun.

The incident happened on Aug. 8 near the boundary of Quezon City and Manila City but went viral over the weekend—one of the posts in connection with the incident was a Facebook post of lawyer Raymond Fortun who uploaded a screen grab and a video link.

“The cycling community is requesting for help to identify this individual who was driving a Kia car around 6:00PM last August 8,2023 near Welcome Rotonda. He cut across this cyclist, assaulted and pulled out a gun on the unarmed cyclist, a criminal offense under our penal laws. He appears to be a government employee, in light of a lapel pin,” Fortun stated in his Facebook post. 

He said the cyclist wants to file criminal charges, but forgot to get the car’s license plate out of fear for his life.

Mendoza said the LTO will cooperate with the Philippine National Police in any investigation into the incident. 

He alsoalso expressed gratitude to the netizens who uploaded and shared the video, which he said, became the basis of the swift action of the LTO.

Mendoza urged the netizens to tag the LTO’s official Facebook page of photos, videos and other information relating to violations of traffic and road safety rules, especially abusive motorists.
