'Goring' forces evacuation of hundreds in Ilocos Sur, Cagayan, Isabela

Super typhoon “Goring” unleashed powerful rains and strong winds as it headed toward outside the Philippine Area of Responsibility (PAR), sending hundreds of individuals to evacuation centers due to the threat of flooding and landslides.

The National Disaster Risk Reduction and Management Council (NDRRMC) said Sunday, August 27, that a total of 551 families composed of 1,968 individuals were affected by Goring in Ilocos Sur in Region 1, and Cagayan and Isabela in Region 2.
Of this, there were 213 families or 832 individuals who were evacuated in the municipalities of Narvacan, San Vicente, and Santo Domingo in Ilocos Sur; Gattaran Gonzaga, Lal-lo, and Santa Ana in Cagayan; and Divilacan and Maconacon in Isabela.
The Armed Forces of the Philippines (AFP) led various evacuation and search and rescue operations in Northern Luzon.
“We have deployed our personnel to conduct pre-emptive evacuation in coordination with the police and coast guard,” AFP Chief of Staff Gen. Romeo Brawner said in a radio interview with dzBB.
“We heard there were cases of landslides but I would like to remind the public that your AFP and our reservists are ready to help you. Our troops are prepared to respond to any eventuality,” he added.
But Diego Agustin Mariano, deputy spokesperson of NDRRMC, said no casualty has been recorded nationwide so far.
Goring inundated five municipalities in Ilocos Sur and caused a river flow in Sigay town which prompted authorities to close down the Sigay-Salcedo road and Sigay-Gregorio Del Pilar road boundary to motorists.
In total, eight roads and two bridges in Regions 1 and 2 were deemed impassable to public due to flooding.
A rain-induced landslide was also reported in Barangay Saprina, Sinait, Ilocos Sur but no one was hurt as residents in the area were pre-emptively evacuated.
The initial damage to infrastructure was P40,000 as a portion of flood-control project in Baggao, Cagayan sustained damage.
Goring was last spotted at 95 km east northeast of Casiguran, Aurora as of 11 a.m. while moving south southwestward at 10 kilometers per hour (kph) while packing maximum sustained winds of 185 kph near the center and gustiness of up to 230 kph, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration.
