'Goring' keeps strength; parts of Cagayan, Isabela still under Signal No. 3
Tropical Cyclone Wind Signal (TCWS) No. 3 remained over parts of Cagayan and Isabela on Saturday afternoon, Aug. 26, as typhoon Goring (international name: Saola) maintained its strength.

In its 5 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said "Goring" was last spotted 145 kilometers (km) East Northeast of Tuguegarao City, Cagayan packing maximum sustained winds of 155 kilometers per hour (kph) and gusts up to 190 kph.
PAGASA weather specialist Veronica Torres, said "Goring" will continue to affect the area of Central and Southern Luzon, Visayas, and Mindanao.
LPA spotted
Torres said that aside from Typhoon Goring, PAGASA is also monitoring a Low Pressure Area (LPA) outside the Philippine Area of Responsibility (PAR).
"Ngunit, mababa ang tyansa nito na maging bagyo in the next 24 hours, (But, it has a low chance of becoming a typhoon in the next 24 hours)," she added.
Heavy rains, severe winds
PAGASA said "Goring" will continue to bring “strong to typhoon-force winds” over parts of Luzon especially in areas under Signal No. 3 such as the northeastern portion of Cagayan Santa Ana and the extreme eastern portion of Isabela Divilacan and Palanan.
Meanwhile, PAGASA added that the southwest monsoon, or “habagat,” enhanced by Goring will continue to bring gusty conditions, and wind signals especially in coastal and mountainous areas.
As reported, severe winds are expected in areas such as Bataan, Metro Manila, Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon), Bicol Region, and most of and most of Mimaropa (Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan). (Rhowen Del Rosario)
