'Night Owl: A Nationbuilder's Manual' now in Ivy League Libraries
It is now part of the library collection of several Ivy League universities and other international libraries

"Night Owl: A Nationbuilder's Manual," a book about the "Build, Build, Build" Program of the government authored by Anna Mae Yu Lamentillo, is now part of the library collection of several Ivy League universities and other international libraries.
Lamentillo, Undersecretary for Public Affairs and Foreign Relations of the Department of Information and Communications Technology (DICT), said that Night Owl is now part of the selection of the Harvard Kennedy School Library, Cornell University Echols Collection, and Columbia University. The book will also be distributed to the libraries of other Ivy League universities.
Night Owl is also available at the US Library of Congress, University of California Berkeley, Northern Illinois University, University of Washington, University of California Los Angeles, and University of Toronto Libraries.
“I thank my publisher, Manila Bulletin, for making this possible. It has been our goal to distribute copies of the book to all libraries outside the country to share the Philippines’ journey towards becoming a trillion-dollar economy, primarily through increased investments on infrastructure development,” said Lamentillo.
Night Owl narrates the story of the Philippine government’s most ambitious infrastructure program under the administration of former President Rodrigo R. Duterte. From an average of 2.5 percent of GDP annual spending on infrastructure development in the previous decades, the government, through “Build, Build, Build” started spending at least 5 percent of its GDP on infrastructure programs to complete a total of 29,264 kilometers of roads, 5,950 bridges, 11,340 flood control projects, 222 evacuation centers, 150,149 classrooms, 214 airport projects, and 451 seaports, between 2016 and 2021.
The book also contains a chapter on Philippine President Ferdinand R. Marcos Jr.’s “Build Better More” program, which follows through “Build, Build, Build” while mincorporating a strong digital infrastructure program.
Night Owl was authored by Lamentillo, edited by AA Patawaran, and published by the Manila Bulletin Publishing Corporation.
