SC stops arrest, detention of Cagayan Gov Mamba on House of Representatives' contempt citation

The Supreme Court (SC) on Thursday, Aug. 24, stopped the House of Representatives from enforcing its order to arrest and detain Cagayan Gov. Manuel N. Mamba over a contempt citation.
In a resolution, the SC granted the plea of Mamba for the issuance of a temporary restraining order (TRO) against his contempt citation that would lead to his arrest and detention.
Ordered the stop Mamba’s arrest and detention are the House of Representatives’ Committee on Public Accounts, Committee on Suffrage and Electoral Reforms and the House’s Seargeant at Arms.
The contempt citation and detention order were issued against Mamba last Aug. 17.
Published reports stated that the contempt citation and detention order were issued after Mamba failed to attend the hearings of the two House committees which are investigating the governor’s alleged public spending during the last elections.
The same reports stated that Mamba claimed he was already excused from attending the hearings.
With the TRO, the SC directed the leaders of the two committees to comment on Mamba’s petition within five days from receipt of the High Court’s resolution.
The SC also furnished a copy of the resolution that contained the TRO to P/Col. Julio S. Gorospe Jr., provincial director of the Cagayan Police Provincial Office, since the House of Representatives’ Sergeant-at-Arms furnished him a copy of the contempt citation and detention orders for implementation.
