Department of Health (DOH) Secretary Ted Herbosa should "know his place in the administration", SAGIP Party-list Rep. Rodante Marcoleta said in a statement on Tuesday, Aug. 22.
And if Herbosa wants to hurdle the Commission on Appointments (CA), then he should learn to respect existing laws as well.
Marcoleta gave these friendly reminders to Herbosa following the latter's recent "questioning" of the decision of President Ferdinand "Bongbong" Marcos Jr. and his economic managers to invite new investments and promote the Philippines an export hub for heated tobacco products (HTPs).
“The logic is simple. The DTI (Department of Trade and Industry) to promote the Philippines as an HTP export hub because it will generate jobs and economic activity for the country. The President also said that we must protect the livelihood of tobacco farmers," the veteran solon said.
"As a member of the cabinet, the DOH secretary should not make statements that is contrary to what the President has said including that of his economic managers. Our new DOH secretary should be a team player and should know his place in this administration," Marcoleta, a ranking member of the CA.
"If he cannot work in cadence with the President's men, Secretary Herbosa should not have accepted the DOH post," added the outspoken former House deputy speaker.
The DOH was among the last agencies that Marcos designated a secretary to, with Herbosa assuming his post only last June 19.
The Philippine Government particularly the legislature has already set the country’s state policy on vape and HTPs with the passage of Republic Act (RA) No.11900 regulating such products.
“The President allowed it to lapse into law which means he supports the policies stated
therein. Otherwise, he would have vetoed it. As it stands, our policy is to regulate (and
not ban) these products to ensure only those that pass the standards of the DTI are sold
in the market. Another policy is to reduce the harm caused by smoking by allowing the
sale of these alternative products," Marcoleta explained.
Marcoleta told the DOH secretary that if he wants to secure his confirmation, he should learn to respect the rule of law and abide by existing laws and state policies enacted by Congress.
"His personal opinion should never prevail over what our laws state. This is fundamental to anyone who takes his oath of government office," read the solon's statement.
