Mayor Abby lauds DepEd's intervention on 14 public schools caught in Makati-Taguig dispute
Makati City Mayor Abby Binay on Monday, Aug. 21, expressed her gratitude to Vice President and Department of Education (DepEd) Secretary Sara Duterte for intervening in the management and supervision of the 14 public schools that are caught in the territorial dispute between Makati City and the City Taguig.
"Sa gitna ng tensiyon at kaguluhan, ipinagpapasalamat ko na naging boses ng katwiran si Vice President at DepEd Secretary Sara Duterte. Very grateful kami na ang kanyang tanggapan ang direktang mamamahala at mangangasiwa sa 14 na paaralan sa 10 barangays na apektado ng desisyon ng Korte Suprema (Amid the tension, I am very thankful to Vice President and DepEd Secretary Sara Duterte for being the voice of reason in the issue. We are very grateful that her office will directly manage and supervise the 14 schools in the 10 barangays that are affected by the decision of the Supreme Court)," Binay said.
"Dahil dito, nawala ang aking takot at pag-aalala. Ang DepEd Order No. 023, Series of 2023, ay sinisigurong mapuprotektahan ang kapakanan ng mga mag-aaral, magulang at guro (Because of this, all my apprehensions and worries were alleviated. DepEd Order No. 023, Series of 2023 ensures that the welfare of all students, parents, and teachers are protected)," she added.
On Aug. 16, DepEd issued Order No. 23, Series of 2023, or the "Assumption of Authority of the Department of Education over the 14 public schools affected by Supreme Court decision in G.R. No. 235316".
The agency said the order was issued following the increased tension between the two local government units (LGUs) regarding the management and supervision of the affected schools which poses uncertainty to the peaceful and orderly reopening of classes on Aug. 29.
"Kailangang idaan muna sa DepEd ang lahat ng aktibidad na may kinalaman sa 14 public schools upang maaprubahan ito ni VP Sara. Kasama rito ang anumang aktibidad ng mga pamahalaang lungsod ng Makati at Taguig. Hindi na puwedeng basta-basta pumasok at magkaroon ng activity sa loob ng mga paaralang ito ang Taguig. Lahat ay kailangang may permiso at paalam sa DepEd (All activities in relation to the 14 public schools must first go through DepEd and be approved by VP Sara. This include any activities by the city governments of Makati and Taguig. Taguig City can no longer enter and hold any activity inside the said schools. All must first inform and ask for permission from the DepEd)," the mayor stressed.
"Pinawalang-bisa rin ng nasabing DepEd order ang lahat ng mga naunang order at issuance mula sa mga sangay ng national government kaugnay sa usapin ng transfer of jurisdiction (The DepEd order also nullifies all previous orders and issuance from other branches of the national government in relation to the transfer of jurisdiction)," she added.
Binay noted that Makati's transition team is prepared to cooperate with DepEd to ensure the smooth transition of the schools. She also assured that the welfare of teachers, the youth, and their parents will always come first.
"Wala po sanang pasaway. Hindi po magandang halimbawa sa mga kabataan kung tayong mga lider mismo ang hindi susunod sa mga direktiba at guidelines na inilatag ng DepEd. Susunod po tayo sa batas at lahat ng panuntunang ilalatag habang nagtatransisyon (I hope no one will violate the said order. It is not a good example for the youth if the leaders are not setting a good example by not following the directives and guidelines mandated by DepEd. We will follow the rule of law and all other regulations to be implemented during the transition)," the mayor said.
According to Binay, there are around 30,000 to 48,000 students studying in the 14 affected schools.

11. Benigno “Ninoy” S. Aquino High School
12. Tibagan High School
13. Fort Bonifacio High School
14. Pitogo High School
