CHED, DepEd top-performing, most trusted gov't agencies - survey

The Commission on Higher Education (CHED), as well as the Department of Education (DepEd), are among the most trusted and top-performing government agencies for the second quarter of the year, an independent survey conducted by the OCTA Research bared.

Based on the survey results released on Monday, Aug. 21, CHED and DepEd garnered 80 percent and 79 percent performance ratings respectively.
They are followed by the Philippine National Police (PNP) with 76 percent, the Department of Health (DOH) with 75 percent, and the Department of Social Welfare and Development (DSWD) with 73 percent.
OCTA research said that at least three-fourths of adult Filipinos were satisfied with their performance.
It explained that CHED which topped with an 80 performance rating performed strongly in Visayas with 91 percent satisfied, zero dissatisfied, and only 9 percent undecided. Eighty-six percent of Mindanao and NCR are also satisfied with one and four percent dissatisfied, respectively. It has the lowest performance rating in Balance Luzon at 71 percent, which is still seven in ten adult Filipinos in the area, with only 3 percent dissatisfied. Across socioeconomic classes, around eight of ten Filipinos are satisfied with CHED’s performance.
Meanwhile, DepEd followed closely with a 79 percent performance rating. OCTA research said that it does exceedingly well in Mindanao with 93 percent satisfied with its performance, zero dissatisfied, and only seven percent undecided. Visayas came next with an 84 percent performance rating followed by Balance Luzon at 74 percent with dissatisfaction at 5 and 8 percent, respectively. DepEd’s performance rating in NCR is only at 65 percent, still around two-thirds of adult Filipinos in NCR, with 14 percent dissatisfied, and 22 percent undecided.
Across socioeconomic classes, DepEd performs well in Class E with an 88 percent performance rating followed by class ABC at 82 percent. DepEd’s performance rating for class D is 77 percent.
PNP came in third with 76 percent. It does well in Mindanao with an 81 percent performance rating, only 3 percent dissatisfied, and 11 percent undecided. Visayas follows with 81 percent performance rating, only 3 percent dissatisfied, and 16 percent undecided. The PNP has statistically similar levels of performance ratings in NCR and Balance Luzon at 72 and 69 percent, respectively.
Across socio-economic classes, the PNP’s performance rating is highest in Class E at 80 percent followed by Class ABC and D with statistically similar ratings at 74 and 75 percent, respectively.
DOH is also strong, statistically tied with CHED, in Visayas with a 90 percent performance rating, 5 percent dissatisfied, and 5 percent undecided. It is second only to DepEd in performance in Mindanao at 89 percent, 3 percent dissatisfied, and only 8 percent undecided. In Balance Luzon, the performance rating is 69 percent with five percent dissatisfied and 26 percent undecided. In Metro Manila, the agency only got a 50 percent performance rating with 18 percent dissatisfied and 32 percent undecided.
Across socioeconomic classes, DOH’s performance rating is high in Class E with 87 percent and zero dissatisfied. Class ABC and D have statistically similar levels of performance ratings at 72 and 73 percent respectively. Notable is the double-digit (14 percent) percentage of dissatisfied among those in Class ABC compared with Class D at only six percent.
DSWD completes the top five with a performance rating of 73 percent. It is the third top-performing agency in Mindanao, behind DepEd and DOH, at 87 percent, 4 percent dissatisfied, and 9 percent undecided. In Balance Luzon, the agency got a performance rating of 72 percent, 7 percent dissatisfied, and 20 percent undecided. Visayas came in third at 68 percent, 2 percent dissatisfied, and 31 percent undecided. DSWD’s performance rating in NCR is 58 percent, 11 percent dissatisfied, and 31 percent undecided.
Across socioeconomic classes, DSWD has the highest performance rating among the twenty-five agencies for class ABC at 84 percent with only 9 percent dissatisfied and 7 percent undecided. Class D and E have the same performance ratings at 72 percent.
Trust ratings
The same agencies also comprise the top five in terms of trust among the twenty-five agencies included in the survey with CHED still leading followed by DSWD, DOH, DepEd, and the PNP.
Across socioeconomic classes, trust in the top five government agencies is highest in Class E. CHED’s 78 percent trust rating in Class D is statistically similar to its 77 percent trust rating for Class E.
