Speaker Romualdez thanks DBM for early submission of proposed 2024 budget

House Speaker Martin Romualdez thanked the Department of Budget and Management (DBMl) for passing the proposed P5.768-trillion National Expenditure Program (NEP) 2024 less than 10 days after the start of the second regular session of the 19th Congress. Romualdez led House of Representatives members in receiving the hard copy of the proposed national budget Wednesday morning, Aug. 2 from DBM Secretary Amenah Pangandaman at Batasan Complex, Quezon City. "I commend the Department of Budget and Management for the early transmission to the House the proposed 2024 National Expenditure Program," Romualdez, Leyte's 1st district representative, said in his short speech as he sat beside Pangandaman. "Your submission of the proposed national budget program in less than 10 days from the start of the regular session of Congress provides the House ample time to study, discuss and deliberate on the finer points of the proposal and formulate a national budget that is responsive to the development needs of the country," the House leader said. The traditional, ceremonial turnover of the NEP followed. The second regular began only last July 24, the day of President Ferdinand "Bongbong" Marcos Jr.'s second State of the Nation Address (SONA). "As we all know, the executive department, under our Constitution, has 30 days from the opening of every regular session to submit a budget of expenditures and sources of funding to the House of Representatives, which shall serve as the basis for the general appropriations bill (GAB)," Romualdez said. The P5.768-trillion NEP is the biggest ever sought by Malacañang from Congress. The current 2023 General Appropriations Act (GAA) or enacted national budget is worth P5.268 trillion. Romualdez called the proposed budget "the most important piece of legislation". He vowed that the entire House of Representatives "will deliberate on the budget in a very transparent manner and get the widest consensus for our spending plan". "The majority will listen to the concerns of our friends from the minority bloc. We will make sure that every centavo of the national budget will be spent wisely and contribute to our goal of reigniting the fires of our economic forges," Romualdez said. "With everyone’s participation and cooperation, I am confident that the House of Representatives will be able to scrutinize, deliberate and pass the national budget that is 'pork barrel'-free for 2024 before we go on our first recess in October," he added.
Romualdez earlier said that the House, through the Committee on Appropriations, can pass the 2024 GAB in five weeks' time.
