ARTA boosts ties with PNP in fight against fixers, violators of Ease of Doing Business law

The Anti-Red Tape Authority (ARTA) has boosted its collaboration with the Philippine National Police (PNP) to intensify its campaign against fixers and violators of the Ease of Doing Business (EODB) Law.

This developed after ARTA Deputy Director General for Legal Undersecretary Geneses Abot met with PNP Chief Major General Benjamin Acorda Jr. at the PNP headquarters in Camp Crame, Quezon City on Aug. 16.
In a statement, the ARTA said it initiated the meeting to boost ARTA's capabilities.
"The purpose of this ARTA-initiated meeting is to emphasize the ultimate objective of closer collaboration with the PNP to enhance ARTA’s capabilities, intensify entrapment operations, and campaign against fixers and violators of the EODB Law," it said.
According to Abot, the meeting would benefit the ARTA and the PNP in the long run. He particularly mentioned ARTA's Investigation and Enforcement Division (IED), which leads the agency's investigation, surveillance, and entrapment operations.
"In order to improve the institutional capacity and capability of the IED in carrying out its duties as well as the PNP's fulfillment of its mandate to enforce the law and prevent and control crime, among other things, ongoing partnership and collaboration with the PNP will be of great benefit," he said.
ARTA, under Section 17 (c) and (d) of the EODB Law, initiates an investigation, motu propio, or upon receipt of a complaint, for filing for cases violating the law or for issuance of Notice of Warning to erring and/or noncomplying government employees or officials.
The IED is the one that verifies the claims made in a complaint by conducting table and field investigations and obtaining additional data and proof that may be utilized to file charges or to issue a Notice of Warning.
According to ARTA, both parties discussed drafting a new Memorandum of Agreement (MOA) that will include the PNP's Criminal Investigation and Detection Group (CIDG) and Anti-Cybercrime Group (ACG). This MOA eyes for the assistance of PNP to ARTA in the IED.
At the end of the meeting, PNP Chief Acorda committed to strengthening the partnership between ARTA and PNP with the aim of increasing the public trust in the government.
He likewise expressed his appreciation of ARTA's efforts to carry out the mandates of both agencies effectively.
