DOTr commits to implement Ombudsman's dismissal order vs 2 top MIAA execs
The Department of Transportation (DOTr) has committed to implement the dismissal order of the Office of the Ombudsman against Manila International Airport Authority (MIAA) General Manager Cesar Chiong and Assistant General Manager for Finance and Administration Irene Montalbo.
In a statement, the DOTr said it will abide with the Ombudsman’s order as part of it adherence to the legal process that includes court decisions.
“While Department regrets the decision, the DOTr respects the Ombudsman’s order. The DOTr is duty-bound to implement and serve the said order in the most expeditious way,” the statement read.
The Ombudsman ordered in April this year the six-month preventive suspension of both Chiong and Montalbo in connection with the re-assignment of 285 MIAA employees within a few months when Chiong assumed the top agency post. Montalbo reportedly helped him carried out the re-assignment.
In its decision, the Ombudsman said the re-assignment constitute willful disregard of the rules on reassignment and designation as laid down by the Civil Service Commission, especially that those revamped were not informed of the reason of their re-assignment.
Both Chiong and Montalbo were found to be guilty of grave misconduct and abuse of authority in the decision signed early this week but was only made public on Wednesday, Aug. 16.
The Ombudsman ordered the DOTr to immediately implement its order, to which the latter committed to carry out.
But in the same statement, the DOTr stood by the decision of Chiong to re-assign the MIAA employees.
“However, the DOTr believes the reassignment was done in good faith and in best interest of service of the agency,” it said.
