PH not on 'war footing', DFA chief tells solons

The Philippines is not on "war footing" in the West Philippine Sea (WPS), Department of Foreign Affairs (DFA) Secretary Enrique Manalo clarified to House of Representatives members Tuesday, afternoon Aug. 15. 

In the Committee on Appropriations-led hearing on the DFA's proposed budget for 2024, Manalo was asked by Kabataan Party-list Rep. Raoul Manuel regarding the Aug 5 water cannon attack of the China Coast Guard (CCG) on two Philippine Coast Guard (PCG) resupply boasts in the WPS. 

"Is it wise na nasa war footing yung Pilipinas (Is it wise for the Philippines to be on war footing) in response to Chinese incursion?" Manuel asked the DFA chief. 

"First, we're not on a war footing. What we’re simply doing is trying to actually protect our sovereignty in the EEZ (exclusive economic zone) through diplomatic and peaceful means," Manalo said. 

"What was in the news recently last week was just an effort to resupply some of our marines on ship. It was absolutely not intended with any other intention than for humanitarian purposes," he noted. 

That said,, Manalo underscored that the country was "firmly committed to resolving any disputes we may have with any country in the South China Sea through diplomatic and through peaceful means, and through peaceful means, and in accordance with international law". 

Asked by the Makabayan solon if the DFA thinks Beijing has committed an act of war against the Philippines, Manalo didn't answer directly and instead said, "We're still committed to China to manage our disputes peacefully and that's the way we're both working." 

"Our foreign policy, as the President clearly said, is an independent foreign policy where the Philippines is friends to all, and we will pursue that. Now, what other countries might do is really beyond our control. But we are really committed to being friends to all," he added. 

Last Aug. 5, two PCG vessels on a resupply mission to BRP Sierra Madre in Ayungin Shoal off Palawan were blasted with water cannons by the CCG. Sierra Madre, which serves as an outpost, is carrying a platoon of Filipino soldiers.   

The incident has been condemned by the international community.
