Ongchuan named most outstanding PH governor at Gawad Parangal 2023 in Davao City


TACLOBAN CITY – Northern Samar Gov. Edwin Ongchuan has been awarded as the most outstanding governor in the Philippines at the 2023 Gawad Parangal in Davao City on Tuesday, August 15.

Ongchuan was awarded by the Association of Local Social Welfare and Development Officers of the Philippines Inc. (ALSWDOPI) at the 26th ALSWDOPI National Convention and General Assembly.

The Gawad Parangal is given to local chief executives who have exhibited remarkable achievements in the implementation of their social welfare and development programs.

"The provincial government of Northern Samar has consistently championed notable social work initiatives over the years. It has been our flagship program since we assumed office in 2019," Ongchuan said.

He added that the recognition will not only inspire him but also their dedicated employees in the provincial government who have tirelessly supported their frontline services.

"I dedicate this award to all government workers, particularly our social workers, who have demonstrated unwavering dedication and commitment to their mandates."

Ongchuan's eight-point development agenda, known as "Sustained PROGRESS," with a focus on the provision of social services such as social welfare, health, and nutrition, proved to be a significant contributing factor to his achievement.

Among the notable projects implemented by Ongchuan were the establishment of the Darangpan Center, serving as a halfway house for former rebels, the enhancement of the Lingap Center as a home for children and adolescents, and the creation of the Bahay Pag-asa, which provides short-term sanctuary for at-risk children (CAR) and children in conflict with the law (CICL).

The province's implementation of the Local Social Integration Program (LSIP), in addition to the National Government's Enhanced Comprehensive Local Integration Program (E-CLIP), along with the construction of Kauswagan Village, provides free housing for identified former rebels who choose not to return to their respective communities received commendation.

Ongchuan's support for the Gender and Development Office (GAD), catering to the needs of women and children in conflict with the law, was also recognized as a significant contribution to his achievement.

Other governors who were conferred with the Gawad Parangal Award were Daniel Fernando of Bulacan, Edwin Jubahib of Davao del Norte, and Hermilando “Dodo” Mandanas of Batangas.
