'Napakamura na po yun': Pagcor chief tries to convince solons P3-M logo was a good deal

Philippine Amusement and Gaming Corporation (Pagcor) Chairman and Alejandro Tengco tried to convince congressmen Monday, Aug. 14 that the government actually got a good deal when it coughed up P3 million for the agency’s controversial new logo. 

The matter of the logo was brought by Kabataan Party-list Rep. Raoul Manuel during Pagcor's budget briefing before the House Committee on Appropriations. Manuel asked Tengco what the graphic designer's deliverables were to justify the P3-million contract. 

"Yung P3 million na yun, at hindi ko po alam kung nakapagsaliksik, eh napakamura na po yung P3 million na yun. Ang totoo eh yung designer po na yun eh parang nagkawanggawa din na P3 million," Tengo said. 

(That P3 million, I don't know if there has been research, but that P3 million is a very cheap price. That truth is that the designer practically accepted a charity case with the P3 million.) 

"When you rebrand, that means hindi lang po yung logo specifically ang inyong gagawin (it's not just the logo that you need to accomplish). What are the deliverables?" said the Pagcor chief. 

"The graphic designer or the one that was awarded the design has to, one, be able to make sure that the implementation and use of the said logo will be properly done. May color palette po yan, may size, kasi papalitan po yung mga logo sa ating mga calling card, stationeries, envelopes," he explained. 

(It requires the use of color palette and sizing because the logos on calling cards, stationeries, and envelopes have to be changed.) 

Tengco said the designer--Francisco “Dopy” Doplon of Printplus Graphics Services--also had to take into account how to apply the new logo to Pagcor's 45 casino properties scattered all over the country. 

Based on the Pagcor chief's explanation, the designer--whom he didn't name in the hearing--had to physically visit these establishments from time to time to "measure" them before applying the new logo. 

"So mayroon din pong isyu yan sa kulay. Sisiguraduhin po na yung color palette niya ay maayos po....Yan po ang sinasabi namin na maraming pong deliverables (There's also an issue on the color. He will make sure that the color palette is correct...Those are the many deliverables that we're talking about)," he said, repeating himself.

Having heard enough, but seemingly unsatisfied, Manuel cut off Tengco and said that other agencies tapped in house graphic designers for their logo redesigns. As such, they practically spent nothing on their new logos. 

"Yung mga top brands po, ilang dolyar lang yung kanilang logo. Hindi umaabot ng $100 para gumawa sila ng bagong logo na ginagamit all over the world. Coca-Cola, Twitter, Nike," the Kabataan solon said. 

(The top brands only spent a few dollars on their logos. These logos used all over the world didn't even cost $100) 

"Kaya po na tayo pa sa government di ba na dapat nagtitipid tayo (What more in our case, we are in government and we should be more thrifty), we claim we don't have the fiscal space for other budget items pero para sa logo, mayroon ganun (but for a logo, we do)," Manuel said.
