Navotas LGU to implement 'No Confiscation Policy' on driver's licenses of traffic violators

The Navotas City government announced on Sunday, Aug. 13, that the driver’s licenses of motorists who will be caught violating traffic rules while on the city’s roads will not be confiscated by authorities starting Tuesday, Aug. 15.

The “No Confiscation Policy” on driver’s licenses is in line with the Metro Manila Traffic Code of 2023 that implements a single ticketing system (STS) which harmonizes the traffic enforcement and management laws of the local government units in Metro Manila. This includes uniform fines and penalties for traffic violations committed by erring motorists along the roads in different cities in the region.

Under the STS, traffic personnel from the local government units, and the Metro Manila Development Authority (MMDA) will issue citation tickets to apprehended motorists for their road violations. 

However, driver's licenses of motorists may still be confiscated when they are driving an unregistered motor vehicle; still have unsettled traffic violations; involved in a road crash; or driving under the influence of alcohol or prohibited drugs. 

The local government said that it will also be following the harmonized fines and penalties under the STS through City Ordinance No. 2023-15 or “An Ordinance Adopting Certain Traffic Violations, Fines, and Penalties, and the System of Interconnectivity Among Government Instrumentalities Involved in the Transport and Traffic Management in Metro Manila as Prescribed Under the Metro Manila Traffic Code of 2023 Thereby Revising/Modifying the Existing Traffic Code of the City of Navotas.”

The city ordinance was signed by Navotas City Mayor John Reynald “John Rey” Tiangco and the city council in March 2023.

The amount of fines and penalties imposed for different traffic violations such as illegal parking, reckless driving, overloading, disobedience to traffic signs and officers, dress code for motorcycles, loading and unloading in prohibited zones, and overspeeding under the STS are posted on the city’s Facebook page: https://www.facebook.com/100064704455151/posts/pfbid0Xu1gbgjLF6aiCHdXnf3YencxA1iSwJDxc2HH6ySzVufatRBshuR6GkQzQiwdowCJl/

The local government said that since driver’s licenses will not be confiscated starting Tuesday, traffic law violators may settle their penalties within 10 days after they received their ordinance violation receipts/citation tickets through https://online.navotas.gov.ph or by visiting the City Traffic & Parking Management Office located at the Navotas City Hall.

Mayor Tiangco reminded motorists to always obey traffic rules for their safety.
