The declaration is in accordance with the directives of the Office of the Philippine President through the Deputy Executive Secretary for Legal Affairs (ODESLA) about the policy limiting to only two special non-working days in the present year for each local government unit (LGU).

Fernando said the policy is to uplift the economic and work productivity, as well as to reduce the interference of work and the additional expenses for businesses.

The Bulacan governor ordered the Bulacan mayors to inform all their constituents about the significance of the 445th founding anniversary of the province.
