Mayor Joy cited for outstanding public service by CSC-NCR

Quezon City Mayor Joy Belmonte received the Civil Service Commission-National Capital Region (CSC-NCR) Presidential Lingkod Bayan Award for her outstanding performance as a public servant on Wednesday, Aug. 9.

The CSC awarded Belmonte as part of its 2023 Search for Outstanding Government Workers.
The certificate, signed by CSC NCR Committee Chairperson Judith Dongallo-Chicano and Committee Members Maverick Sevilla, Joselito Florendo, Hans Alcantara, and Vlademir Villacorta, was issued last May 19, 2023 and was presented to the mayor at the Quezon City Hall.
Belmonte expressed her gratitude to the CSC and said that the award is also for all her colleagues in the Quezon City government who serve all the QCitizens with the best of their abilities.
”Kung hindi sa kanila, hindi natin matatamo ang pagkilalang ito na nagsisilbing patunay na epektibo at kapaki-pakinabang ang ating mga programa’t proyekto sa ating lungsod (If it weren't for them, we wouldn't be able to receive this recognition that serves as proof that our programs and projects are effective and useful),” she added.
The Presidential Lingkod Bayan Award, established by Executive Order No. 508, Series of 1992, recognizes public servants and groups who showed exemplary performance with programs that contributed to the development of the country.
According to the CSC protocol, the names of the regional winners will be forwarded to the Honor Awards Program National Secretariat for assessment before a national qualifier is established.
The Committee on Awards for the Presidential Lingkod Bayan and CSC Pagasa, as well as the Committee on Outstanding Public Officials and Employees (Dangal ng Bayan), composed of government officials chosen by the President of the Philippines, members of the Commission, heads of constitutional bodies, and famous Filipino individuals who do not work for the government, will conduct the deliberation and discussion to identify the semifinalists of the program.
The semifinalists will be subjected to a background investigation to verify their accomplishments, as well as clearances from appropriate government agencies.
These will be examined during the second round of deliberations before the list of finalists is presented to the President's Office for vetting and approval.
According to the CSC, several QC government officials, including City Administrator Michael Alimurung, were also nominated for the Pagasa Award, along with Chief of Staff Rowena Macatao, Business Permits, and Licensing Department Head Margarita Santos, City Engineer Atty. Dale Perral, and City Treasurer Edgar Villanueva.

The late traffic enforcer, Jeffrey Antolin, who died after he was rammed by a 14-wheeler truck while performing his duty on March 22, was also nominated for the Dangal ng Bayan Award for giving his life to save a commuter from harm.
The Pag-Asa Award is given to government officials with outstanding contributions to their respective offices, agencies, communities, and regions, while the Dangal ng Bayan Award recognizes individuals who showed extraordinary act of public service and consistent demonstration of ethical behavior while in line of duty, according to csc.gov.ph.
