Tulfo exonerates Frasco, but says she should punish her underlings

For ACT-CIS Party-list nominee Erwin Tulfo, Department of Tourism (DOT) Secretary Christina Frasco ought to take appropriate action against her subordinates who gave the green light for the problematic promotional video of the new "Love the Philippines" tourism campaign. I think Sec. Frasco should also punish her subordinates as to why they approved the ad campaign when it should first undergo review before it is released to the public)," he wrote on Facebook Saturday, July 8. "Just saying," added the broadcast journalist, who in the same post insisted that it "wasn't right" to blame Frasco for the fiasco. Tulfo said that it's DDB Philippines, the contractor for the promotional video, that deserves all the scorn. (The DOT commissioned advertising agency DDB Philippines to produce the "Love the Philippines" ad. The DOT was a mere client of the DDB. It was DDB Philippines that created the ad including its jingle and video.) (Therefore, if the product was a failure, why would you blame the customer? It should be the one that produced the product, right? The blame lies squarely on DDB and not on DOT or Sec. Frasco since they were only victims of the failures of the ad campaign). The DOT has already sacked DDB Philippines. The Love the Philippines promotional video grabbed headlines a few weeks ago for failing to feature any imagery of the famous Mayon Volcano--the Bicol region's top tourism draw. This caused Albay 2nd district Rep. Joey Salceda to begin an extended rant on the boo-boo. Shortly after, DDB Philippines admitted to using stock footage from other countries in the video. This is a big no-no, since the entire point of the campaign is to promote Philippine tourism.
