Pasay LGU, police sign MOA on community, service-oriented policing system


The Pasay city government, the local police, and representatives of the Liga ng mga Barangay and the National Police Commission (NAPOLCOM) signed a memorandum of agreement (MOA) to develop a community and service-oriented policing (CSOP) system on Friday, July 7.

Among the signatories of the MOA were  Mayor Emi Calixto-Rubiano, representing the city government; Col. Froilan Uy, city police chief; Julie Gonzales from the Liga ng mga Barangay; and NAPOLCOM Commissioner Alberto Bernardo.

According to Rubiano, the CSOP system has been adopted as the foundation and backbone of community-oriented policing and crime prevention strategy in the country.

Rubiano said the Department of the Interior and Local Government (DILG) is pushing for the strengthening of the Peace and Order Councils (POCs) of local government units through the adoption of the peace and order and public safety (POPS) planning.

The POPS planning is a methodical process that will develop a plan that is responsive to local criminality and other public security and safety issues in the city.

It will also serve to support the Pasay local government's comprehensive development plan.

She said the city government has been focused on systems improvement through different programs including barangayanihan, the revitalized PNP KASIMBAYANAN (Kapulisan, Simbahan at Pamayanan), and BIDA (Buhay Ingatan, Droga’y Ayawan).

Under the supervision of Uy, the Pasay police exercises supervision and control over 10 police sub-stations which are responsible for the maintenance of peace and order in the city.

They also coordinate with other law enforcement agencies to appropriately address the problems of criminality and internal security.

Rubiano said the signatories recognized the importance of a secure and safe community, assuring that there will be activities that would contribute to
preventing victimization, controlling criminality, and improving police and
other services.

To effectively strengthen peace, order and public safety in the city, the parties have agreed to enter into a partnership to adopt community and service-oriented policing system that bolsters coordination and cooperation among the citizenry.

All stakeholders will share information, funds, personnel, and logistics services to implement and complement the program.

The group also agreed on the development of a POPS Plan or Integrated Area/Community Public Safety Plan (IACPSP) in accordance with the guidelines that will be provided by DILG.

The MOA includes the implementation of joint programs, projects, services and activities within the CSOP framework as outlined in the POPS plan; and adoption and implementation of other programs, which can contribute to the enhancement of access to justice and delivery of justice services.
