Biazon implements changes at Ospital ng Muntinlupa 


Muntinlupa Mayor Ruffy Biazon has started implementing changes at the city-run Ospital ng Muntinlupa (OsMun) in Alabang, aiming to streamline services and provide better care for patients. 

He signed Ordinance 2023-083 to change the organizational structure of the hospital. It will now be run and supervised by a board of directors.

The ordinance also designated the positions of hospital director, medical director, and administrative director. 

“I saw the need to streamline the management of OsMun to make the running of the hospital more efficient. It is not easy to run a public hospital; the expenses are big but funds are not unlimited. But it does not mean that we will just allow the current system,” said Biazon. 

He said there are so many things that needed to be changed at the hospital. 

As a start, the OsMun emergency room started renovations on July 5. As a result, the hospital will temporarily limit the number of admissions in the emergency room. 

The board of directors of OsMun will be composed of the mayor as chairman, and the City Council chairman of the health committee as vice chairman. 

The members are the city health officer, city treasurer, general services officer, Local Finance Committee, academe on business studies, Philippine Medical Association Muntinlupa Chapter, non-government organization on medical healthcare and secretariat. 

The duties of the BOD are: Formulate general policies and guidelines regarding the operation of the hospital; recommend appointment of hospital staff and personnel; assist in securing grants and other financial support; require submission of pertinent reports from the hospital director; and conduct meetings and perform oversight and other customary functions under the law.

Biazon said the hospital director will be the overall in-charge of the hospital operations and will designate managers to focus on areas such as patient care, supplies, procurement and day-to-day operations.
