Recovery, rehabilitation of oil spill-affected communities underway – OCD

The Office of Civil Defense (OCD) said that it is now prioritizing the recovery and rehabilitation of communities affected by the oil spill caused by the sinking of M/T Princess Empress in February now that oil spill removal operations have been completed.

* OCD Administrator Ariel Nepomuceno said that a post disaster needs assessment (PDNA) will now be undertaken to plan the programs, projects, and activities for rehabilitation and recovery of the affected areas. “As we now transition into the next phase of our mission – to ensure the recovery and rehabilitation of all affected communities and sectors, let’s continue our whole-of-nation approach for this,” Nepomuceno said during the meeting of the National Task Force (NTF) on the Oil Spill Management on Tuesday, June 4, in Camp Aguinaldo, Quezon City.  The task force, which is being led by the OCD, discussed the provision of access to latest data and information from agency databases and the updated local pre-oil spill datasets from the local communities to assist and hasten the conduct of PDNA. It also stressed the importance of active coordination among government agencies to facilitate the recovery efforts starting with the conduct of PDNA, and the participation of other stakeholders in gathering baseline information from the identified affected communities. “The task force also tackled latest reports regarding water and fish sample tests, the siphoning operations, the status of insurance payout, policy enhancement to streamline and shorten response time for oil spill incident, capability enhancement, and other relevant and pressing concerns,” Nepomuceno said. As of July 4, a total of 42,487 families or 200,244 individuals from Region 4B, Calabarzon (Region 4A), and Western Visayas (Region VI) have been affected by the oil spill.  The incident has incurred a total of P4.9 billion damage to agriculture and P2.6 million loss to livestock, poultry, and fisheries in Region 4B and Western Visayas (Region VI).  Meanwhile, a total of PHP867.2 million cost of assistance from various agencies have been provided to the affected communities. The Philippine Coast Guard (PCG) announced last month oil spill removal operations have already been completed although monitoring was still being conducted due to the risk of a new leak from the vessel’s fuel pipes. M/T Princess Empress sank 400 meters deep at the bottom of the sea in Naujan, Oriental Mindoro on February 28 while carrying 800,000 liters of industrial fuel oil.
