Senate, House leaders tackle priority measures for upcoming 19th Congress' Second Regular Session

Senate President Pro Tempore Loren Legarda, Senator Juan Edgardo ‘’Sonny’’ M. Angara, chairman of the Senate finance committee; and House Majority Leader Mannix Dalipe also attended the meeting held at the Manila Golf Club in Makati city on Monday afternoon. The Senate and House leaders are scheduled to meet with President Ferdinand "Bongbong" R. Marcos Jr. tomorrow, Wednesday, July 5. Some of the bills discussed to be prioritized include the: 1\. National Disease Prevention Management Authority/CDC; 2\. Mandatory Reserve Officers Training Corps \(ROTC\); 3\. Internet Transactions Act; 4\. Amendments to the BOT Law/Public Private Partnership; 5\. Revitalizing the Salt Industry; 6\. Magna Carta for Filipino Seafarers; 7\. Local Government Unit \(LGU\) Income Classification; 8\. Ease of Paying Taxes; and the 9\. Philippine Ecosystem and Natural Capital Accounting System \(PENCAS\) bill\. According to Zubiri, these bills are already included in the Legislative Executive Development Authority Council (LEDAC) priorities. He said bills which are not yet among the LEDAC priorities but would be proposed for inclusion in the LEDAC priorities will include the proposed Philippine Defense Industry Development Act (PDIDA)/Self-Reliant Defense Posture; bill seeking Amendments to the AFP Modernization Law; the Tatak Pinoy bill; and the Blue Economy bill. "These are just some of the bills to be proposed as priority measures," Zubiri said. During a public hearing on Tuesday, July 4, Legarda underscored the importance of safeguarding the environment while harnessing the full potential of the country’s marine resources, as she presided over the continuation of the Finance sub-committee hearing on the PENCAS and the Blue Economy bills. The proposed bills seeks to introduce innovative approaches that could balance economic growth with environmental protection, and ensure the long-term sustainability of the Philippine's ecosystems. “Let us seize this moment and craft legislation that will empower us to tread the path of inclusive and sustainable development,” Legarda said. The proposed Internet Transactions Act and the ROTC bill have been approved in the committee level and have been sponsored in the Senate plenary. Sen. Ronald "Bato" Dela Rosa has been pushing for the reimposition of the mandatory military training for the youth in college and applicable to both male and female students. (With reports from Hannah L.
