Police nab suspect in murder of 19-year-old woman in Cebu City

(Contributed photo) Roberto Hisman Gabison was arrested on Sunday, July 30, a day before the victim, Rhea Mae Tocmo, was laid to rest in her hometown in Cagayan de Oro City, Misamis Oriental. Tocmo’s body was found stuffed in a cardboard box and dumped by the road in Barangay Tisa on July 17. Based on the autopsy, the victim was strangled to death. According to the Cebu City Police Office (CCPO), Gabison was tracked down after a 22-year-old man was arrested for possessing an unlicensed firearm here. Police arrested one Simeon Cabutero when they responded to an armed person alarm in Barangay Guadalupe on Saturday night, July 29. Police later found out that Cabutero was the person who sold Tocmo’s missing cell phone. Tocmo’s relatives had said that her cell phone and wallet were missing when her body was found by the road. Police initially learned that there was a man who sold Tocmo’s cell phone to somebody. Lawmen decided to spread the photos of the seller hoping to get information about his identity. When Cabutero was arrested, police were informed that he was the person in the photo believed to be the seller of the victim’s cell phone. Cabutero was also identified by the person who bought Tocmo’s cell phone, police said. During the tactical interrogation, Cabutero identified a certain “Insik” as the one who instructed him to sell the cell phone. Through the rogue’s gallery, Cabutero confirmed that Insik and Gabison are the same person. On Sunday, the Intelligence Unit of the CCPO arrested Gabison in Sitio Kabulakan, Barangay Guadalupe. Gabison was previously arrested for illegal drug charges. Police Lt. Col. Janette Rafter, deputy city director for operations of CCPO, said Tocmo’s cell phone was given by Gabison to Cabutero to be sold on July 16 or a day before the victim was found dead. Rafter said follow-up investigations will be conducted to determine how Tocmo’s cell phone landed in Gabison’s possession.
