Road accidents are not seasonal: LTO chief vows regular check of PUVs in terminals

Drivers and operators of Public utility vehicles (PUVS) should expect a regular road worthiness inspection in their terminals after Land Transportation Office (LTO) chief Vigor Mendoza II has vowed to conduct surprise visits to ensure the safety of road users. But Mendoza emphasized that road safety inspections should be done regularly to compel bus companies, and drivers and operators of other PUVs to do it on their own for the sake of public safety. In doing so, Mendoza said he wants to send a message to drivers and commuters that ensuring their safety is an everyday obligation of the agency. “It became a practice that inspections, especially of buses, are done every Holy Week, All Saints and All Souls Days and Christmas,” said Mendoza. “On my part, I always maintain that this should be done as frequently as possible because road safety is a 24/7 mandate of your LTO. On Saturday, Mendoza inspected buses at the Araneta Center bus terminal in Cubao, Quezon City where he also discussed with the drivers the need to regularly check the road worthiness of their vehicles. (photo: LTO) Mendoza also warned that future inspections would be done along with surprise and random drug testing to the PUV drivers, stressing that the conduct of nationwide surprise inspections as well as random drug tests is mandated under Republic Act No. 10586, or the "Anti-Drunk and Drugged Driving Act of 2013.” Under Rule IV (Mandatory Alcohol and Drug Testing) of the said law, the LTO shall conduct random terminal inspections and quick random drug tests of public utility drivers. It states that a driver of a motor vehicle who refuses to undergo quick random drug tests shall be penalized through confiscation and automatic revocation of his or her driver’s license as well as other penalties that can be imposed under pertinent laws. Mendoza said these inspections would not only be done in Metro Manila but in other provinces as well. He then urged PUV drivers, operators, and other concerned individuals to cooperate with these inspections, saying that it is all for their own good and safety. “By doing this, we are sending a strong message to the PUV owners that it is their obligation to check the road worthiness of their vehicles before they deploy them to our roads. Otherwise, they would be facing the consequences of any negligence on their part,” said Mendoza.
