Full automation boosts LGUs revenue collection  -- ARTA

The Anti Red Tape Authority (ARTA) reported that local government units that have fully automated their business registration process (both new and renewal), saw a collective increase in business registrations and revenue collection for the 2021-2022 period. ARTA Director-General Secretary Ernesto V. Perez identified during his presentation at the German-Philippine Chamber of Commerce and Industry (GPCCI) that nine LGUs with fully automated business registration processes registered significant improvements in revenue collection and higher business registration in the past two years. For instance, Quezon City alone posted higher revenue collection of P984 million even it its registered businesses declined to 4,035. Paranaque also registered more than P313 million additional revenues with 22 registrations, while Muntinlupa also reported P161 million with business registration hitting 594 for the two-year period. Valenzuela saw their revenue take higher at P29 million with 292 business registration for the two-year period while Marikina reported higher revenues of P36 million with 806 registrations. Cagayan de Oro City reported higher revenue of P70 million with 146 businesses registration. Lapu-Lapu City also increased their revenue collection to P34 million although their registrations went down to 185. However, the cities of Manila and Navotas were the two cities out of the nine identified by ARTA that fully automated their business registration system but registered declines in revenues. Manila’s revenue collection in 2021-2022 declined by P5 million despite higher business registration of 153, while Navotas reported lower revenue of P18 million with additional 57 registration. Meanwhile, Perez also reported that to date 518 out of 1,634 LGUs have reported automation in their Business One Stop Shops (BOSS) but only the abovementioned nine have been validated to be fully compliant with the five core features of EBOSS. On Citizen’s Charter, which provides the list of services offered by the agency with their corresponding requirements,  Perez said that a total of 9,628 government agencies and LGUs or 86 percent have submitted their Citizens’ Charter. There are now a total of 11,268 government agencies. To facilitate resolution of complaints, ARTA has partnered with the Citizens Complaints Center (CCC) of the Office of the President. Through this collaboration, any complaint or request received through various communication channels will be forwarded by 8888 CCC to the relevant government agency. It is expected that the agency will provide concrete and specific action within 72 hours of receiving the complaint or request. This partnership empowers the 8888 CCC to formally lodge complaints with ARTA against unresponsive government institutions. Of the 14,813 complaints received from 2018 to May 2023, Perez said that 14,108 have been resolved or a closure rate of 95.24 percent. Perez vowed to continue working to improve the delivery of government service. “If you encounter any government agency that violates the service standards set by the provisions of Republic Act 11,032, please inform the authority. Your voice matters, and your complaints can trigger the necessary actions and reforms that will benefit not just you but the entire nation,” he told businessmen belonging to the GPCCI.
