The Maritime Industry Authority (MARINA) has suspended the Passenger Ship Safety Certificate (PSSC) of MBca "AYA EXPRESS" after the vessel capsized Thursday, July 27, about 1:00 PM, off Barangay Kalinawan, Binangonan, Rizal.
The agency on Friday, July 28, raised concerns about the integrity of the ship's hull, integral parts, and other affected machineries.
In a statement, MARINA emphasized that the suspension of the Ship Safety Certificate will only be lifted following a thorough inspection of the vessel and a comprehensive evaluation by MARINA Inspectors.
The safety and well-being of passengers and crew remain the utmost priority, and any reinstatement of the certificate will be based on favorable recommendations ensuring the vessel's compliance with all safety standards and regulations.
MARINA will immediately conduct a Marine Safety Investigation (MSI) once the Search and Rescue (SAR) operation is completed.
Furthermore, the agency has issued a Show Cause Order to the shipowner by way of beginning administrative proceedings against the latter's violations of rules and regulations.
At present, MARINA is gathering data and information regarding the cause of the maritime incident.
The agency will also initiate administrative proceedings relative to the shipowner's Certificate of Public Convenience (CPC) once all relevant data is gathered and the Marine Safety Investigation (MSI) is completed.
