President Ferdinand "Bongbong" Marcos Jr. made the statement when sought for reaction on Senator Risa Hontiveros' move urging the Department of Foreign Affairs to file a resolution urging the United Nations General Assembly (UNGA) to call out China’s aggression in the West Philippine Sea. "Generally speaking, foreign policy is not set by the legislature. Generally speaking, foreign policy is left up to the Executive," Marcos said during a post-state visit briefing in Kuala Lumpur on Thursday, July 27. He, however, said the Senator is free to file the resolution but he does not see how it will translate to any action. "So, I mean – of course, the senator is free to file whatever resolution she wants. But I do not know how that will translate to any action that will reach the United Nations General Assembly," Marcos said. The President also pointed out that the United Nations only entertains governments, not branches of governments.

"The United Nations entertains governments, not parts of government, not the judiciary of one government or the Executive of one government. They deal with governments," he said. According to Hontiveros, a UNGA resolution "could bolster the Arbitral Award" given to the Philippines in 2016 against China.
