DBM launches digital request submission for LGUs

The Department of Budget and Management (DBM) has introduced a new method for local government units (LGUs) to seek financial assistance for their key programs and projects. Known as the "Digital Requests Submission for Local Government Support Fund (DRSL),” Budget Secretary Amenah F. Pangandaman said this system simplifies and accelerates the process of submitting funding requests for LGUs. Pangandaman added that this new system improves the ease and speed with which LGUs can request financial assistance. The 2023 national budget has a list of projects eligible for financial assistance under the Local Government Support Fund-Financial Assistance to LGUs and Support for Capital Outlays and Social Programs (LGSF-FA to LGUs). These eligible projects align with the Marcos administration's priorities and cover various areas such as agriculture-related programs, digitalization of business processes, disaster response and recovery efforts, and social programs like assistance to indigent individuals or families. Pangandaman said the initiative is in line with the government’s commitment to deliver efficient, transparent, and accountable public service. “We are making it more direct, convenient, and secured for LGUs to request financial assistance for infrastructure projects and social programs from DBM,” Pangandaman said. “With this initiative, DBM will only receive requests through the official DRSL portal, and only local chief executives will be given access to this portal,” she added. The process of submitting requests through the DRSL involves eight simple steps. Initially, the local chief executive fills out the LGU User Registration Form, which needs to be notarized. The LGU then submits this form to the nearest DBM Regional Office for verification. Once an LGU's account is verified and registered, they can access the DRSL through the DBM Apps Portal. All digital requests from LGUs will be evaluated by the DBM. The evaluation will consider factors such as the necessity of the request, fair distribution among LGUs, and the availability of funds. “We are avoiding this process for request and release of funds from LGSF to be a source of corruption. So we will not entertain middlemen. Usually, that's where fraud and corruption begin,” Pangandaman said. “The LGUs are already in need, they are even more buried due to fraud by scammers. These things, we want to avoid and eradicate,” the DBM chief added. The release and utilization of the LGSF-FA to LGUs are governed by Local Budget Circular No. 150 dated March 8, 2023. The financial assistance to LGUs shall be available for release, obligation, and disbursement until December 31, 2024. To recall, President Marcos encouraged government agencies to undergo digital transformation to enhance services for the people.
