Marcos seeks Congress support on intention to grant amnesty to rebel returnees
President Ferdinand "Bongbong" Marcos Jr. has declared that he will issue a proclamation granting amnesty to rebel returnees and sought the support of the Congress.

During his second State of the Nation Address (SONA) on Monday, July 24, Marcos highlighted that the government's effort to reintegrate former rebels to society through community development and livelihood programs have proven effective. Thus, he asked the Congress to support him in his intention to grant amnesty to the rebel returnees. "To complete this reintegration process, I will issue a Proclamation granting amnesty to rebel returnees. And I ask Congress to support me in this endeavor," the President said. This pronouncement has gained him another round of applause from the audience inside the Plenary Hall of the Batasan Pambansa in Quezon City, where he delivered his speech. The Chief Executive further said that through community development and livelihood programs, the Barangay Development and Enhanced Comprehensive Local Integration Programs "have been effective in addressing the root cause of conflict in the countryside." He believes that the Philippines is now at a point in its history "when the armed struggle has evolved." "We have now progressed together towards peace and development," he said. Marcos said in his public address that the government has been successful in incorporating capacity building and social protection into the reintegration programs to guarantee full decommissioning of former combatants.
