NCIP conducts IP Mandatory Representatives Summit 2023

The National Commission on Indigenous Peoples (NCIP) successfully led a two-day Indigenous Peoples Mandatory Representatives (IPMRs) Summit 2023 this week at the Camelot Hotel in Quezon City.

The summit, held on July 19 and 20, aimed to create the National IPMRs League in order to establish a long-term network of Indigenous Peoples (IP) representatives in furthering regional, provincial, municipal, and national peace and development initiatives in Ancestral Domains or Ancestral Lands (ADs/ALs).

In a statement issued on July 21, NCIP said that its Commissioner Jeorge Largado of the Visayas Region delivered the opening remarks, urging unity and community solidarity among IPMRs to foster peace and development in their communities. 

Meanwhile, other representatives like NCIP Commissioners Gaspar Cayat of Cordillera Region and Commissioner Simplicia Hagad of Cagayan Valley emphasized the significance of teamwork and unity in the pursuit of sustainable development. 

NCIP Executive Director Mervyn Espadero also underscored the value of unblemished, clean, and honest public service, setting the tone for the direction of the summit.

Ancestral Domain Office (ADO) Director Cesar Ortega highlighted the 11 Building Blocks — the importance of protecting Ancestral Domains for the welfare and interest of ICCs/IPs. 

Part of the summit's program included the "Ulat sa Katutubo," wherein reports on accomplishments, projects, programs, and future activities were presented to attendees. 

The Civil Service Commission (CSC) also expressed its commitment in aligning its guidelines with IP customary laws and traditions, further supporting the IPs' involvement in public service.

In addition, clarifications on IPMR selection, qualifications, and functions were also addressed to create better resolutions.

NCIP added that the summit's outcomes are expected to pave the way for more significant progress and collaboration among IPMRs in advancing the welfare of Indigenous Peoples across the nation.

Second day 

NCIP also mentioned that on July 20, its Chairperson, Allen Capuyan delivered his message saying, "IPMRs are indispensable advocates for the rights and interests of ICCs/IPs in local governance."

"While they face challenges, the Commission's efforts to address concerns and approve amendments to the National IPMR guidelines show a commitment to empowering IMPRs and ensuring their transparent and accountable representation," Capuyan added.

Bureau of Local Government Supervision (BLGS) Director Torres comprehensively discussed IPMR remuneration, benefits, and core functions as "Kagawad." 

In addition, she provided an orientation on the Seal of Good Governance and the Mandanas-Garcia Ruling. IPMRs were educated on the benefits and performance guidelines to enhance the welfare of ICCs/IPs, promoting good governance mechanisms and practices. 

The highlight of the second day was the selection of Interim National IPMR League Officers, who were sworn into office by NCIP Chairperson Capuyan. 

This marked a significant step towards establishing the National IPMR League, representing a unified voice for the Indigenous Peoples in advocating their rights and interests in local legislative bodies and ensuring equitable local governance and sustainable development.

In closing remarks, Chairperson Capuyan emphasized the crucial role of IPMRs in representing and protecting the rights and interests of ICCs/IPs. 

He urged for inclusive and equitable local governance and sustainable development, underscoring the importance of unity among IPMRs to benefit the communities they represent.

IPMR delegates expressed their appreciation for NCIP's support in creating the National IPMR League and committed to standing united in initiating positive change within their respective communities.

Moreover, they recognized the power of their voices in rectifying historical injustices committed against ICCs/IPs and promoting a brighter future for their people. (Rhowen Del Rosario)
