Lightning rally by truckers vs NLEX toll fee hike causes heavy traffic in Manila
A lightning strike staged by a truckers' group from Central Luzon at the Anda Circle in Manila with around 30 trucks blocking two lanes of the busy thoroughfare caused a monstrous traffic jam on Friday morning inconveniencing thousands of motorists and commuters.
Members of the Central Luzon Alliance of Concerned Truck Owners (ACTO) staged the protest against the toll fee increase at the North Luzon Expressway (NLEX) without securing a permit to rally from local authorities.
The Manila Police District (MPD) gave the ACTO members 30 minutes to voice out their complaints. The group then pulled out of Anda Circle and held a noise barrage and protest caravan around the area.
The group urged NLEX Corporation to halt the increase in toll fees and instead focus on improving its services.
In a radio interview, Connie Tinio, head of the Central Luzon ACTO said they are asking for the suspension of the toll fee hike since the trucking industry is still recovering from the effects of the pandemic.
"Stop muna dahil hindi napapanahon, wala sa timing at hindi naman maayos ang serbisyo (Stop it for now since the timing is not good, and their services are not efficient)," said Tinio.

She also noted that the truckers' group has been open to communicating with the Toll Regulatory Board (TRB) and NLEX Corp., but these agencies were not responsive.
Tinio said around 100 to 200 trucks from the Central Luzon ACTO will be joining their succeeding protest actions.
Maj. Philipp Ines, Manila Police District (MPD) Public Information Office (PIO) chief, told the Manila Bulletin that two officers and 25 personnel from the District Mobile Force Battalion (DMFB), District Tactical Mobile Unit (DTMU), Manila Traffic Enforcement Unit (MTEU) were deployed to the area.
The protest began at around 6 a.m. The group negotiated with the police at around 7:30 p.m.
"May pinapakitang permit ang abogado ng ACTO pero request palang, hindi pa na-approve (The lawyer of ACTO showed a permit, but it was just a request that has not yet been approved)," said Ines.
Heavy traffic build-up was reported on the southbound lane of Mel Lopez Boulevard going to Anda Circle. Only one lane in Anda Circle was passable at the time of the protest, the chief said.
The truckers group left the area and ended their rally at around 8:10 a.m., according to the MPD.
The TRB authorized the new NLEX toll fares last June 10 with Class 3 vehicles (large trucks) traveling within the open system paying an additional ₱19.00 toll fee starting June 15.Â
