Wary of El Niño, solon presses for creation of Department of Water Resources

AGRI Party-list Rep. Wilbert T. Lee has reiterated his call for the creation of a Department of Water Resources amid the lingering threat of El Niño, or the extended dry season. “Kailangang paghandaang mabuti ng pamahalaan ang El Niño, lalo pa at inaasahan na makakaapekto ito sa mga pananim ngayong taon, partikular sa bigas," said Lee, a neophyte congressman in the 19th Congress. (The government must thoroughly prepare for El Niño, especially since it is expected to affect crop production this year, particularly rice.) “This is not the first or the last time we will deal with this critical problem, which is why we need a Department of Water Resources," he underscored. Moreover, Lee said President Ferdinand "Bongbong" Marcos Jr. himself sought its establishment during the latter’s first State of the Nation Address (SONA) last year, thus the need to aggressively pursue the matter when Congress reconvenes next week. During SONA 2022, Marcos proposed the creation of the Department of Water Resources as well as the adoption of the Integrated Water Resource Management (IWRM) as the strategic framework for national water management, policymaking, and planning. Last February, Marcos approved the creation of a Water Resource Management Office (WRMO) to manage the country’s water resources. For his part, Lee on Aug. 1, 2022 filed House Bill (HB) No. 2880, which seeks to create the water agency. The new department will be tasked to develop and implement programs and policies to promote universal access to safe, adequate, affordable, and sustainable water supply, irrigation, sewage, and sanitation services. The bill mandates the Department of Water Resources “to protect all water resources with greater emphasis on sources of drinkable water and work closely with local government units for the protection of waters within their jurisdictions, especially on pollution prevention and river restoration". It also promotes the use of rainwater harvesting facilities throughout the country to augment the country’s water supply need. It transfers the supervision of the construction and operations of all wells and other water-harvesting facilities from the Department of Public Works and Highways (DPWH) to the new agency.
