Auction for 11,600MW RE set this month

'Acid test' for RE roadmap

The auction of 11,600 megawatts of RE capacity scheduled this month will prove to be an "acid test" for the accelerated renewable energy (RE) development roadmap designed by the Marcos administration. The Department of Energy (DOE), which will administer the RE capacity tendering for the second round of Green Energy Auction, is counting on the interest of at least 118 qualified bidders that are targeting to corner 20-year power supply agreements (PSAs) for more than 330 projects across RE technologies. Up for grabs by interested investors in the slated July 3 auction will be 6,715MW ground-mounted solar installations; 3,720MW of wind projects; then rooftop solar for 605MW; while biomass will have programmed development of 180MW – and these will be sited across Luzon, Visayas and Mindanao grids. The energy department will also bid out 300MW floating solar; and waste-to-energy venture of 30MW that shall be sited in the Luzon grid. Generated electricity from these targeted RE installations are set for commercial delivery from years 2024 to 2026, according to the GEA-2’s terms of reference. This year’s RE capacity auction would be a quantum leap from the first GEA which just offered and awarded 2,000MW capacity in June last year. The outcome of this RE capacity bidding is perceived as the ultimate gauge on how the country would be advancing on its targeted 35-percent RE share in the energy mix by the turn of the decade; and its ramp up to 50-percent by 2040. On the price offers, the qualified bidders are guided by the green energy auction reserve (GEAR) prices per technology that had been set by the Energy Regulatory Commission. The qualified bidders had been required by the DOE to post their respective bid bonds – and that part of the process is deemed as a conclusive step that could segregate the serious bidders from their flippant counterparts. As laid down by the DOE, the auction “will be done through an electronic bidding platform where qualified  bidders shall gain access to their bid submission interface using the provided user-specific IDs for each of their RE facilities, proposed RE projects covered by individual RE applications, or prospective rooftop-mounted solar power projects to be offered in the auction.” On or before July 12 this year, the department stated that its GEA-Bids Evaluation and Awards Committee (GEA-BEAC) will recommend to the Secretary the issuance of the ‘notice of award’ to the parties declared to have submitted winning offers. “In the evaluation of bids, the qualified bidders whose bids or offers are found to be most responsive shall be declared and notified as the winning bidders and shall be posted on the DOE website,” the agency stressed. The targeted issuance of the ‘certificate of award’ will be on or before October 10 this year – and that shall specify the RE contract for the facility won by the company, as well as effective date, delivery commencement date and the green energy tariff (GET) for the installation.
